Subject: Continuation of ad-hoc appointment for SSAs of CSCS belonging to SL-2003, 2003 (Extended) and SL-2004 to 2008 to the grade of ASO of CSS – reg.

The undersigned is directed to refer to this Department’s O.M. of even number dated 31.12.2019 (copy enclosed) on the subject mentioned above and to request all the Cadre Units of CSCS to send the information of extension of ad-hoc appointment of SSAs to the grade of ASO including their sub-cadres latest by 31.01.2020.

OFFICE MEMORANDUM

Subject: Continuation of ad-hoc appointment for SSAs of CSCS belonging to SL-2003, 2003 (Extended) and SL-2004 to 2008 to the grade of ASO of CSS – reg.

The undersigned is directed to refer to this Department’s O.M. of even number dated 01.07.2019 on the subject mentioned above and to say that with the approval of competent authority, it has been decided that the period of ad-hoc appointment of the Senior Secretariat Assistants of CSCS who are working as Assistant Section Officer of CSS on ad-hoc basis may be extended further up to 30.06.2020 or till further orders, whichever is earlier.

2. Continuance of ad-hoc appointment shall not confer on the appointment any right to continue to the grade of Assistant Section Officer indefinitely or for inclusion in the Select List of Assistant Section Officer of CSS or to claim seniority in the grade of Assistant Section Officer of CSS.

3. The extension order of ad-hoc appointment as mentioned in para (i) above is subject to the following court cases:

   (i) The WP(C) Nos. 5259/2019, 8454/2019 and 8615/2019 before the Hon’ble High Court of Delhi filed against the order dated 09.01.2019 passed by the I.d. CAT, PB, New Delhi in the matter of O.A. Nos. 4700/2015 and 639/2016;

   (ii) The SLP(C) No. 30821/2011 arising out of the final judgment and order dated 15.07.2011 in WP(C) No. 13218/2009 passed by the Hon’ble Court of Punjab & Haryana and other connected cases before the Hon’ble Supreme Court;

   (iii) The SLP(C) No. 31288 arising out of the Hon’ble Delhi High Court judgment dated 23.08.2017 in WP(C) No. 3490/2010 filed by the All India Equality Forum & Ors. Vs UOI & Ors. And other related court cases in any competent court;

   (iv) Any other court cases in connected matter.

4. Copies of the order along with the details of the officials may be endorsed (as per Annexure) to this Department for record latest by 15.01.2020 positively.
