CORRIGENDUM/ADDENDUM

Subject: Final Select List of 2003 (Extended) in the UDC Grade-regarding.

The undersigned is directed to refer to Department of Personnel and Training’s O.M. of even number dated 6th October, 2015 vide which the Final Select List of 2003 (Extended) in the UDC Grade was Issued.

1. Representations/references have been received from individuals/various cadre units pointing out some discrepancies in the list. Accordingly, it has been decided with the approval of the competent authority to make following changes/additions in the Final Select List-2003 (Extended) in the grade of UDC issued on 6th October, 2015:

(i) The names of the following officials may be added to Annexure-I and may be deleted from Annexure-IV to the OM dated 6th October, 2015;

(iv) The names of 53 additional officials may be added to Annexure-III (Revised Annexure attached) to the OM dated 6th October, 2015. These officials were included in the draft Select List -2003 (Extended) and could not be accommodated in the Final Select List -2003 (Extended) for want of vacancies. These officials will now be included in the UDC Select List-2004 for which zone have already been issued vide this Department’s OM No 12/1/2015-CS. II (B) dated 30th September, 2015. The order for inclusion of these officials in SL-2004 may be issued in terms of this department’s OM of even number dated 7th October, 2015.

(v) 51 officials who qualified LDCE-2003/Special LDCE-2003 but for whom inclusion in SL-2003 (Extended) through Seniority Quota was more beneficial have been adjusted against Seniority Quota as per revised Annexure-V. The earlier Annexure-V to the OM dated 6th October, 2015 may be treated as withdrawn.
(vi) The names of following officials may be deleted from Annexure-II:

1. All the cadre units are, therefore, requested to: (i) Convene the meeting of DPCs to judge the suitability of the officials included in annexure-II (Revised) for inclusion in SL-2003 (Extended) immediately; (ii) Convene review DPCs in respect of 131 officials included in annexure-III (Revised) to include these officials in Select List-2004 in terms of zone issued vide this Department’s OM No 12/1/2015-CS. II (B) dated 30^{th } September, 2015, without reverting them to the post of LDC; (iii) Cancel the promotion order of 17 officials included in annexure-IV (Revised), if not already cancelled. However, if any of these officials were included in earlier Select Lists of UDCs from 2004-2007, they may be continued to work in those Select Lists on the basis of DPCs held earlier; (iv) The revised promotion order in respect of 51 officials (if required) as per annexureV (Revised) may be issued by appointing them against Seniority Quota in respect to
   those officials for whom DPC was not conducted earlier and who were initially appointed against Examination Quota.

2. A compliance report on the actionable points mentioned at para 7 above may be sent to the undersigned by 10th November, 2015 positively.

3. The above Select List would be subject to the outcome of the following court cases and also any other order passed by any Competent Court in any of the connected matter, apart from the following:

   (i) In O.A. No. 794/2015 filed by Shri Kamal Kumar Gupta & Ors. Before Hon’ble CAT, Principal Bench, New Delhi.

   (ii) In SLP No. 10342/2015 filed by Shri Pankaj Kumar Mishra & Ors. Before Hon’ble Supreme Court of India, New Delhi.

   (iii) In SLP (C) No 6195/2014 and SLP (C) No 30621/2011 before Hon’ble Supreme Court of India, New Delhi.

4. The other corrections regarding name, date of birth, category and name of cadre unit have also been carried out and the same will be reflected in the Final Common Seniority List for Select List- 2003 (Extended) in the grade of UDC to be issued separately.
