This Office Memorandum from the Department of Personnel & Training addresses the promotion of Private Secretaries of the Central Secretariat Service (CSSS) to the grade of Principal Private Secretary for the Select List Year (SLY) 2014. It follows up on previous communications regarding the submission of deficient Annual Performance Appraisal Reports (APARs), Vigilance Clearances, and other necessary certificates. The memorandum emphasizes the urgent need for concerned cadre units and officials to provide the required information to facilitate the preparation of the panel for submission to the UPSC by October 10, 2014. It also instructs that a ‘No Report Certificate’ be submitted if APARs are unavailable and prioritizes the matter for immediate action. An annexure lists the names of Private Secretaries for whom information is still pending.

Subject: Promotion of Private Secretary of CSSS to the Grade of Principal Private Secretary of CSSS for the SLY 2014- calling for deficient APARs, Vigilance Clearance etc.- reg.

In continuation of this Department’s OM of even number dated 01.08.2014 and subsequent reminders dated 29.08.2014, 10.09.2014 & 19.09.2014 on the subject mentioned above, wherein the cadre units of CSSS were requested to furnish the deficient ACRs/APARs, Vigilance Clearance, Major and Minor penalty certificate, and Disclosure certificate in respect of Private Secretaries for preparation of panel for PPS of SLY 2014.

  1. The requisite information in respect of some PSs, whose names have been mentioned in Annexure to this OM, are yet to be furnished by the concerned cadre units. Since, the proposal for preparation of panel of PPS for Select List Year 2014 is to be sent to UPSC urgently, the concerned cadre units as well as the officials concerned are requested to provide the requisite information immediately.

  2. In case the ACRs/APARs for any period are not available “No Report Certificate” may please be forwarded without any further delay.

  3. Officials concerned are also requested to pursue the matter with the concerned cadre units so that the necessary information reaches this Department positively by 10.10.2014. This may, therefore, be given ‘Top Priority’.
