Certain Ministries, including Defence, Personnel & Training, Home Affairs, Legal Affairs, and Expenditure, have a reduced tenure of five years. Officers within two years of superannuation are exempt from this rotation. OFFICE MEMORANDUM

Subject: Rotational transfer of PSO/Sr. PPS of CSSS- Furnishing of personal information thereof – reg.


The undersigned is directed to say that as per this Department’s OM dt. 22.07.2015, the rotational transfer under RTP in the Sr.PPS/PSO grade of CSSS for the year 2016 is to be undertaken in the month of May. It has, therefore, been decided to carry out rotational transfer in the grade of PSO/Sr. PPS of CSSS on the basis of the following parameters:

(i) Ministries/Departments are categorized into Group ‘A’ and Group ‘B’ for posting/transfer.

(ii) The proposed RTP provides tenure of six years for PSO/Sr. PPS in a Ministry/Department, if an officer has served his tenure in List ‘A’, he/she will be mandatorily transferred to List ‘B’ and vice versa.

(iii) The tenure in respect of Cadre Units of Defence, Personnel & Training, Home Affairs, Legal Affairs and Expenditure is however, reduced by one year. The officials in these five Ministries have, therefore, to be considered for transfer under RTP on completion of 5 years of service in that Cadre Unit.

(iv) An officer who is to be transferred out from the current Ministry/Department on completion of prescribed tenure may also be allowed option for posting in a Ministry/Department where he earlier served subject to the condition that there is a gap of period which is equal to tenure prescribed for the post.

(v) Officers who are within two years of superannuation have been exempted from rotational transfer.

(vi) For calculation of residency in a Ministry/Department, the cut-off date has been taken as 01.07.2016.

(vii) The Placement Committee will recommend posting of officers under RTP keeping in view relevant factors viz., vacancies, past experience, seniority, specialized training done, preference for posting etc.

  1. This Department’s OM dt. 22.07.2015 provides that officers serving in PMO, Cabinet Secretariat, Offices of Attorney General, Solicitor General and Addl. Solicitor Generals are exempted under RTP. It is considered necessary that these offices may be allowed to retain offices of choice beyond the prescribed tenure under RTP. However, these offices will be notified about the officers matured for transfer and if the office concerned decides to retain any of the officers also keeping in view the willingness of the officers concerned, it will inform DOP&T. In view of this, PMO, Cabinet Sectt. etc. are requested to intimate this Deptt. if any of the officer figuring in the list attached with this O.M. is to be retained as per the RTP.

  2. List wise distribution of Ministries/Departments is at Annexure-I. The list of brief details of officers who are likely to be considered for rotational transfer is at Annexure-II. The information relating to vacancies is at Annexure-III.

  3. All the Ministries/Departments are requested to verify the list of officers (Annexure-II) and any addition or deletion, if required, may kindly be brought to the notice of this Department without any delay.

  4. The officers listed at Annexure-II are requested to exercise their options for further posting in the Ministries/Departments in the other Group or as the case may be as per proposed revised RTP latest by 25.05.2016 in the format at Annexure-IV. Maximum three choices within the available vacancies may be exercised. If option is not received by 25.05.2016, it will be presumed that the officer has no specific choice and posting will be decided by the Placement Committee accordingly.
