OFFICE MEMORANDUM
Subject: Nomination of Grade ‘D’ Stenographers of CSSS for inclusion in the Select List of Stenographers Grade ‘C’ of CSSS for the year 2007 under the Zoning Scheme for Seniority Quota (SQ).
The undersigned is directed to refer to this Department’s Office Memorandum of even number dated 4.2.2010 wherein the range of seniority for promotion from Steno. Grade ‘D’ to Steno. Grade ‘C’ of CSSS for the Select List Year 2007 has been laid down and to say that on the basis of information furnished by all the cadres, it has been decided to make the nominations of Stenographers Grade ‘D’ whose name appear in the Annexure to this O.M. in the order of their seniority for appointment to Stenographer Grade ‘C’ of CSSS for the year 2007 under the Zoning Scheme on their inclusion in Select List 2007.
- The services of officials may be obtained from the cadres concerned immediately provided they have been considered suitable by the DPC of that Ministry/Department and subject to vigilance clearance.
- Attention is also invited to this Department’s O.M No.16/1/79-CS.I dated 3.9.83 in which it has been stated that in case a person included in the Select List and nominated to some other cadre, does not move out within 45 days from the date of issue of nomination orders by this Department, such person would be debarred from promotion for 3 years by the cadre where he/she is working as Steno. Grade ‘D’. This may please be specifically brought to the notice of all concerned. These instructions will, however, not apply to those officers retiring within the next two years from the date of issue of nomination orders by this Department. In this context, attention is invited to this Department’s O.M No.13/1/2009-CS.II dated 21.7.2009 in which it has been stated that on promotion, an officer of the CSSS at any level shall be posted out of the Ministry/Department where he is currently posted.
- The range of seniority (zone of promotion) for General Category has been refixed downwards upto CSL S.No. 233 of SL 1983 due to the inclusion of three names, who were earlier debarred.
- DPC recommendations and Vigilance clearance in respect of officials mentioned at serial numbers 18,24 and 25 have not been received from their respective cadre units despite repeated reminders. However, these officials have been included in the Select List but they may be promoted as Steno Grade ‘ C ‘ only after they are found fit by the DPC and are clear from vigilance angle. Concerned Cadre Units are requested to complete the DPC, etc. within a period of 15 days under intimation to this Department.
- With issue of this Office Memorandum, the appointments in Steno. Grade ‘ C ‘ in Select List 2007 for Seniority Quota stands completed. The unfilled vacancies in ST category of Seniority Quota may be carried forward to next Select List as per procedure, since no ST official is available in central panel (zone of promotion) for nominations.
- It is requested that urgent action may be taken to appoint these officials to the Steno. Grade ‘C’ of CSSS against Select List 2007. No request for retention will be entertained as cadre allocation has been made on the basis of vacancies reported for SQ by the respective Cadres. A copy of appointment order issued in this regard by the Cadres may be forwarded to this Department in due course.
- This O.M. is available on the website of this Department viz. www.persmin.nic.in > CS Wing > CS Division > CSSS > Promotion (Regular) > Steno Grade ‘D’ to ‘C’.
