This office memorandum clarifies the rules regarding the grant of non-functional pay scale and increment eligibility for Private Secretaries of the Central Secretariat Service (CSSS). It details that those who have already received a Grade Pay of Rs. 5400 under MACPS may be eligible for an additional increment when moved to a non-functional pay scale, provided they meet all other eligibility criteria. Subject: Grant of non-functional pay scale to Private Secretaries of CSSS- Fixation of pay- clarification- regarding
The undersigned is directed to say that the matter regarding admissibility of increment on grant of Non-functional pay scale to Private Secretaries of CSSS, who have already been granted Grade Pay of Rs. 5400 in PB-2 of Rs. 9300-34800 under MACPS has been considered in the Department of Personnel and Training { both CS Division and Estt.(Pay) Division } in consultation with the Department of Expenditure and it has been decided with the approval of Department of Expenditure (vide their I.D. Note No. 146921/SO(E.III-A)/2011 dated 13-10-2011) that the Private Secretaries of CSSS who have already been granted Grade Pay of Rs. 5400 in PB-2 of Rs. 9300-34800 under MACPS may be allowed the benefit of one increment @ 3% when placed in Non-functional pay scale in PB-3 of Rs. 15600-39100 + GP of Rs. 5400 in addition to normal increment provided the official fulfills the other eligibility conditions.
- All the Cadre Units of CSSS are requested to take further necessary action.
