OFFICE MEMORANDUM
Subject: Panel of Principal Private Secretary (PPS) of Central Secretariat Stenographer Service (CSSS) for the Select List Year 2012.
The undersigned is directed to forward herewith a panel of PPS of CSSS for the Select List Year 2012 (as annexed to this OM) prepared in accordance with Rule 9 of Central Secretariat Stenographers’ Service Rules, 2010 and Central Secretariat Stenographer Service Principal Private Secretary grade Regulations, 2010.
- The Concerned cadre units of CSSS are requested to notify the appointment of the officers working under them on regular basis to the PPS Grade provided they are clear from vigilance angle and no disciplinary proceedings are either pending or contemplated against them. The officers nominated to other cadre units may be relieved immediately to enable them to avail of the regular promotion as PPS. The regular promotion of these officers will take effect from the date of their joining in the cadre unit where they have been nominated. In accordance with DoP&T’s OM No. 11013/3/2011-Estt.(A) dt. 04.04.2011, prior to grant of vigilance clearance to these officers, the cadre units are requested to ensure submission of Annual Property Return by these officers. The order of seniority of these officers in the grade of Principal Private Secretary of Central Secretariat Stenographers’ Service will follow the serial order given in the enclosed list, irrespective of actual dates of appointment.
- The cadre units are requested to relieve the officers nominated outside the Ministry/Department within the stipulated period in accordance with the para 4 of consolidated instructions issued on RTP for CSSS personnel vide DoP&T’s OM No. 13/1/2009-CS.II dated 15.07.2011.

In pursuance of this Department’s OM No. 22011/4/98-Estt.(D) dated 12th October 1998, the officers who were in service on 1.7.2012 but retired as Private Secretary subsequently on superannuation or otherwise, have also been considered for inclusion in the aforesaid Select List of PPS grade of CSSS. However, their appointment need not to be notified as retired persons would not be available to avail the actual promotion from a prospective date.

The Cadre Training Plan for Central Secretariat Stenographers’ Service stipulate that successful completion of Level-III training programme of 3 weeks’ at ISTM is mandatory for promotion to the PPS grade. Some of the officers empanelled in the above Select List have not attended Level-III training programme. Such officers would be nominated to Level-III training programme shortly and their promotion to the PPS grade would be subject to their successful completion of Level-III training programme within 1 year of their promotion.

- These officers have not attended the Level III Training Programme under CTP for CSSS officers, hence they are required to undergo training within one year. Their continuation in PPS grade would be subject to successful completion of Level III Training Programme.
