OFFICE MEMORANDUM
Subject:- Appointment in the grade of Principal Private Secretary (PPS) of Central Secretariat Stenographer Service (CSSS) for the Select List Year 2013 (Part), Select List Year 2014 (Part), Select List Year 2015 (Part), Select List Year 2016 (Part) and Select List Year 2017 – reg.
The undersigned is directed to enclose herewith a panel of Principal Private Secretary (PPS) of CSSS for the Select List Year 2013 (Part), Select List Year 2014 (Part), Select List Year 2015 (Part), Select List Year 2016 (Part) and Select List Year 2017 (as Annexure-I to this OM) prepared in accordance with Rule 9 of Central Secretariat Stenographers’ Service Rules, 2010 and Central Secretariat Stenographer Service Principal Private Secretary Grade Regulations, 2010 for promotion to the grade of PPS.
- The concerned cadre units of CSSS are requested to notify the appointment of the officers working under them on regular basis to the PPS grade after compliance of the following:
i) ascertain the vigilance status of the concerned officers;
ii) assumption of charge of the post of Principal Private Secretary on regular basis by the officer;
iii) If an officer is undergoing penalty, notification should not be issued for regular promotion and in such cases notification should be issued only after the currency of the penalty is over in terms of DoPT’s O.M. No. 22034/5/2004-Estt.(D) dated 15.12.2004. Such cases should also be informed to this Department;
iv) The officers, who were in service on the crucial date but have since retired subsequently on superannuation or otherwise, have also been included in the Select List of Principal Private Secretary in terms of this Department’s OM No. 22011/4/98-Estt. (D) dated 12.10.1998 to identify the correct zone of consideration for the relevant Select List. However, their appointment need not be notified since retired persons would not be available for actual promotion from a prospective date. - One of the conditions of the promotion from the grade of Private Secretary (PS) to the grade of Principal Private Secretary (PPS) is that the officer should have undergone and successfully completed the Level-III training programme. In this regard it is to say that competent authority has relaxed the condition of mandatory training programme for those officers who have either been not nominated or nominated but not exhausted the maximum nominations. However, promotion of these officers will be subject to the condition that they shall attend and successfully complete the training in the next nomination, failing which their promotions shall stand cancelled. Further, those officers, who have exhausted all the nominations of mandatory training programme and also do not fall under the exemption category from mandatory training programme, have not been included in SLY-2017 of the PPS grade for promotion.
- The officers, who are on deputation as on date but to avail the benefit of promotion, such officers have two options:
(i) They may repatriate to DoPT, CS-II Division to avail promotion; Or
(ii) They may avail proforma promotion under NBR. - The officers who are presently on deputation and opt for para 4(i) above, may submit their willingness within 7 working days and report to DOPT, CS-II Division within 30 working days from the date of issue of this Order for their further posting, failing which action shall be taken in terms of this Department’s OM dated 08.04.2011 (debarment conditions). In case of para 4(ii) above, the officer concerned may submit a request, within 7 working days from the date of issue of this OM, for proforma promotion under NBR, under intimation to their borrowing organization, failing which it would be presumed that the officer is not willing to avail regular promotion in the grade of PPS.
- It may also be brought out clearly in the Notification/appointment orders that the appointment of the officers shall be subject to the outcome of the following Court cases:
(i) Civil Appeal No. 629 of 2022 (arising out of SLP (C) No. 30621 of 2011) in Hon’ble Supreme Court of India and connected matters (Jarnail Singh batch of cases);
(ii) Any other court cases in a connected matter. - As far as the Rotational Transfer is concerned, it is to inform that the same will be issued shortly. All the officers, as in the Annexure-I, on their inclusion in the SLY2015, 2016 and 2017 of PPS grade shall continue to be posted in the same Ministries/Departments, where they are posted at present, until further orders.
- A copy of the promotion order issued in respect of the above officers may invariably be endorsed to this Department for record on the same day at socs2a-dopt@nic.in. The cadre units are also requested to furnish the information in this regard to this Department by 10.07 .2022 positively in the enclosed proforma as at Annexure-II.
- Promotion of officers may please be updated by the cadre units concerned in the Web Based Cadre Management System.
