This memorandum announces the approval of the President for the inclusion of four officers in the Select List Year of Senior Selection Grade of CSSS, designating them as Principal Staff Officers (PSO) for the year 2022. The other terms and conditions for promotion to the PSO grade on a regular basis remain consistent with previous communications. Ministries and Departments are instructed to verify the vigilance status of the concerned officers before they assume charge or before a notification is issued. Any discrepancies related to vigilance clearance must be reported to the Department of Personnel and Training promptly. The effective date of appointment for these officers as PSO on regular basis will be from the date they assume charge, and they will continue in their current postings until further orders. The notification for these appointments is subject to the outcome of the Jarnail Singh batch of cases in the Supreme Court of India. Cadre units are required to forward a copy of the notification to the Department for their records and to report any officers who cannot be appointed to the PSO grade for reasons to be specified. Furthermore, promotions are to be updated in the Web Based Cadre Management System.

Subject: Appointment of Principal Staff Officer (PSO) for Select List Year-2022 in CSSS (Part)- Reg.
In continuation to this Department’s O.M. of even number dated 30.06.2022 and 01.09.2022, approval of the President is hereby conveyed for inclusion of the following officers in the Select List Year of Senior Selection Grade of CSSS i.e. Principal Staff officer for the year 2022, as given below:

- The other terms and conditions of promotion to the PSO grade on regular basis are same as contained in this Department’s O.M. of even number dated 30.06.2022.
- The Ministries/Departments shall ascertain the vigilance status of the concerned officer before assumption of charge/issuance of notification. In case of any discrepancies, relating to vigilance clearance of an officer, the same may be brought to the notice of this Department at the earliest.
- The appointment of these officers as PSO on regular basis will be effective from the date of their assumption of charge. These officers shall continue to be posted in the same Ministries/ Departments, where they are posted at present, until further orders.
- The notification for appointment issued by the concerned Ministries/Departments in respect of the officers as PSO on regular basis shall be subject to further orders that may be passed by the Hon’ble Supreme Court of India in the Jarnail Singh batch of cases (Civil Appeal No. 629 of 2022 arising out of SLP (C) No. 30621 of 2011).
- A copy of the notification should invariably be forwarded to this Department for record on the same day at socs2a-dopt@nic.in. If any of the officers included in PSO Select List Year – 2022 who cannot be appointed to the grade of PSO on regular basis, the same may also be brought to the notice of this Department immediately along with reasons.
- Promotion of officers may please be updated by the cadre units concerned in the Web Based Cadre Management System.
