Significant reforms have been introduced for the Central Secretariat Stenographers Service. Following a detailed review by a ‘Group of Officers’, the government has made key decisions to reshape recruitment and promotion avenues. Notably, direct recruitment for Stenographer Grade ‘C’ (PA) positions has ceased. Instead, future appointments to Stenographer Grade ‘C’ (PA) will be split, with 50% filled through a Limited Departmental Competitive Examination (LDCE) for Stenographer Grade ‘D’ employees, and the other 50% through seniority-based promotions from Stenographer Grade ‘D’. A crucial new requirement for the LDCE, applicable for promotions to Stenographer Grade ‘C’ (PA), is the inclusion of computer literacy, ensuring staff are equipped with modern skills. These strategic changes came into effect on June 16, 2005, with formal amendments to the relevant service rules anticipated to be issued.

ORDER

Subject: Cadre Structure of Central Secretariat Stenographers Service (CSSS).

The Government had set up a ‘Group of Officers’ on Cadre Structure of Central Secretariat Stenographers’ Service (CSSS) in October 2003. The Group submitted its report in February 2004. The report of the Group of Officers has been considered by the Government and the following decisions have been taken: –

(i) to stop Direct Recruitment in Stenographer Grade ‘C’ (PA);

(ii) to change the mode of recruitment to Stenographer Grade ‘C’ (PA) by way of 50% through Limited Department Competitive Examination (LDCE) for Stenographer Grade ‘D’ and 50% by promotions through seniority from Stenographer Grade ‘D’;

(iii) to introduce the element of computer literacy in the LDCE for promotion to Stenographer Grade ‘C’ (PA).

  1. The above decision will be effective from 16.6.2005.

  2. Necessary notification relating to amendment to the CSSS Rules will be issued separately.
