Big news for stenographers in the Central Secretariat Stenographers’ Service (CSSS)! The government has approved a significant upgrade to the non-functional pay scale, specifically Rs. 8000-275-13500, for regular officers in Stenographer Grade ‘A’ and ‘B’ (Merged), who also serve as Private Secretaries.
This important decision, which modifies an earlier order, brings retrospective benefits. While the notional pay fixation for eligible officers will be effective from January 1, 1996, actual monetary benefits, including refixation of pay and the entitlement to draw arrears, will be calculated from October 3, 2003. To qualify for this enhanced pay scale, officers must have completed four years of approved service in their grade and must have received vigilance clearance.
Crucially, officers receiving this non-functional scale will continue to hold their status in Group ‘B’ (Gazetted). Furthermore, their eligibility for promotion to the Private Secretary Grade (designated as PPS), with its higher pay scale of Rs. 10000-15200, will now be assessed by considering their total service period across both the previous (Rs. 6500-10500) and the new (Rs. 8000-13500) pay scales combined. This ensures a comprehensive view of their career progression. Additionally, these officers will be eligible for pay fixation benefits as per F.R.22 (1)(a)(2), and further rule amendments are expected to be notified separately.

ORDER
Sub: Grant of Non-Functional Scale of Rs.8000-275-13500 to Stenographer Grade A’ \& ‘B’ (Merged) (PS) of Central Secretariat Stenographers’ Service (CSSS) w.e.f. 01.01.1996.
In partial modification of this Department’s Order of even number dated $24^{\text {th }}$ June, 2005 the Government has decided to provide Non-Functional Scale of Rs. $8000-275-13500$ to the regular officers in the Steno. Grade ‘ $A$ ‘ \& ‘B’ (Merged) (Private Secretaries) of CSSS retrospectively with effect from $1^{\text {st }}$ January, 1996 on notional basis, with actual benefits on account of such refixation of pay with effect from $3^{\text {rd }}$ October, 2003.
2. The cadre authorities may grant the Non-Functional Scale of Rs. 8000 -275-13500 to the Steno. Grade ‘ $A$ ‘ \& ‘ $B$ ‘ (Merged) (PS) of CSSS in accordance with the following parameters:-
(i) The Non-Functional Scale of Rs. $8000-275-13500$ is admissible to regular Steno. Grade ‘ $A$ ‘ \& ‘ $B$ ‘ (Merged) (PS) of CSSS on completion of 4 years of approved service’ in the grade, subject to their vigilance clearance.
(ii) Though the notional pay fixation of the cligible officers will be done w.e.f. 01.01 .1996 , actual benefits are admissible to them w.e.f. 03.10 .2003 ;
(iii) On account of such pay fixation, the officers would be entitled to draw arrears of pay w.e.f. 03.10 .2003 .
(iv) Officers in the Stenographer Grade ‘ $A$ ‘ \& ‘ $B$ ‘ (Merged) (PS) of CSSS, who are granted Non-Functional Scale of Rs. 8000 -275-13500 will continue to remain in Group ‘B’ (Gazetted) and their eligibility for promotion to the Private Secretary Grade (designated as PPS) of CSSS in the pay scale of Rs. $10000-15200$ will be reckoned on the basis of total period of service spent in both the pay scales, viz. Rs. $6500-10500$ and Rs. $8000-13500$, counted together.(v) Officers who are placed in the above Non-Functional Scale will be entitled to the benefit of pay fixation under F.R. 22 (I)(a)(2).
3. Necessary Notification relating to amendment to the CSSS Rules will be issued separately.
