Navigating the career path within government services often involves understanding specific guidelines for promotions and appointments. Recently, new directives have been issued concerning the esteemed role of Principal Staff Officer in the Central Secretariat Stenographers’ Service (CSSS). These updated guidelines clarify the process for filling these crucial positions, which fall under Pay Band 4, reflecting a significant pay scale. A dedicated internal Selection Committee will be at the helm of this process, ensuring a fair and merit-based evaluation. The committee’s structure is well-defined, comprising key personnel from the Department of Personnel & Training to oversee the selections. To be eligible for consideration, officers holding the rank of Regular Senior Principal Private Secretary within the CSSS must have demonstrated a minimum of five years of approved service in their current grade. Interestingly, while these posts represent an upgrade, the selection process acknowledges that they do not inherently involve a change in higher duties or responsibilities. Therefore, the Selection Committee will apply existing Departmental Promotion Committee (DPC) guidelines pertinent to the Non-Functional Selection Grade for Group-A Central Service, streamlining the appointment without necessitating a re-evaluation of the role’s fundamental nature. This ensures a clear and consistent approach to career progression for dedicated government personnel.

OFFICE MEMORANDUM

Subject: Guidelines for filling up of the post of Principal Staff Officer in the Pay Band 4 (Rs. 37400-67000 + Grade Pay of Rs. 8700) in CSSS.

In supersession to this Department’s O.M. of even no. dated 29.4.2009, the undersigned is directed to say that it has been decided that for filling up the post of Principal Staff Officer in the Pay Band 4 (Rs. 37400-67000 + Grade Pay of Rs. 8700) in CSSS, the following guidelines shall be followed:-

(i) An internal Selection Committee shall be constituted to consider the cases of eligible officers for appointment to the post of Principal Staff Officer and to make suitable recommendations. The composition of the Selection Commission shall be:-

(a) Secretary (Personnel) – Chairman
(b) Establishment Officer & Addl. Secy. DOP&T – Member
(c) Addl. Secy./Joint Secy. in-charge of CSSS – Member in DOP&T

(ii) Regular Sr.PPS of CSSS who have rendered not less than 5 years approved service in that grade shall be eligible for consideration for appointment to the post of Principal Staff Officer of CSSS.

(iii) Since the upgraded posts do not involve higher duties & responsibilities, the Selection Committee shall adopt the DPC guidelines relating to Non-Functional Selection Grade of Group-A Central Service.
