Reminder for Submission of Missing Annual Confidential Reports for CSS Grade I Officers (Under Secretaries Select List 1999)

Government departments are facing an urgent directive to submit outstanding Annual Confidential Reports (ACRs) for a specific group of officers. These critical reports are essential for the career progression of Grade I officers (Under Secretaries from the 1999 Select List) who are being considered for promotion to Deputy Secretary positions. A strict deadline has been set for departments to either physically deliver these reports via special messenger or to provide a formal certificate explaining their unavailability. Non-compliance will directly impede the eligibility of officers for advancement. Furthermore, departments are tasked with ensuring that all ACRs are completed in accordance with established guidelines and with informing the affected officers, enabling them to assist in expediting the process.

OFFICE MEMORANDUM

Sub: ACR dossiers of Grade – I Officers of CSS (Under Secretaries Select List Year 1999) – Missing ACRs


The undersigned is directed to refer to this Department’s O.M. of even number dated 24th January, 2008 on the subject referred to above wherein it has been requested to make available ACRs of Grade I officers (Under Secretaries) of Select List year 1999 as per attached list to the undersigned by 15th February, 2008. However, ACRs of the officers in the enclosed annexure is still awaited.

  1. The concerned Ministry/Department is, therefore, requested to make available ACRs of the officers indicated in the Annexure through special messenger to the undersigned latest by 3rd March, 2008 positively. In case, these ACRs are not available in the Ministry/Department, then a certificate may be furnished to the effect that these ACRs are not available in the Ministry/Department along with the reasons for the same.

  2. In case the Ministry/Department fails to furnish the required ACRs of the Officers, it would not be possible for this Department to consider them for promotion as Deputy Secretary on (adhoc basis). The concerned Ministry/Department may kindly get the ACR(s) completed of the respective officers as per the instructions of the Establishment Division of Department of Personnel & Training. The individual officers may also be informed about their missing ACR(s) so that they may take efforts to get their ACR(s) completed by the reporting and reviewing officers.

  3. This may please be treated as MOST IMMEDIATE.
