Introduction of ‘SPARROW’ for CSS Officers and Timely APAR Generation

Ensuring transparent and timely performance appraisals is a cornerstone of effective governance. Recently, there’s been a significant push to streamline this process for Central Secretariat Service (CSS) and Central Secretariat Stenographers’ Service (CSSS) officers through the ‘SPARROW’ system, an online platform for Annual Performance Appraisal Reports (APARs). While some government departments have diligently submitted their progress on generating these digital APARs, a substantial number are still pending. It is imperative that all concerned Ministries and Departments prioritize sending their progress reports promptly, detailing the number of APARs generated versus those outstanding. This concerted effort aims to ensure that the performance evaluation system is not only efficient but also fully digitized, reflecting a commitment to modern administrative practices and accountability across government services.

Subject: Introduction of ‘SPARROW’ for CSS officers.

The undersigned is directed to refer to this Department’s Office Memorandum of even number dated 6th June, 2017 on the above mentioned subject and to say that progress made towards generation of APARs in respect of CSS/CSSS officers has been received from Ministries/Departments as mentioned at Annex-I.

  1. It is observed that majority of the Ministries/Departments are still to send progress made to this Department. It is therefore requested that concerned Ministries/Department may send a Progress Report to this Department in the proforma (Annexure-II) latest by 30th June, 2017 positively.
