The government has recently finalized a crucial update concerning promotions within the Central Secretariat Service (CSS), announcing the select list for the year 2013 for officers ascending to the Grade-I (Under Secretary) position. This significant development follows strict adherence to the CSS (Promotion to Sr. Selection Grade, Selection Grade and Grade-I) Regulations, 2010, which mandate the successful completion of specific training programmes, particularly Level ‘D’ Training under the Cadre Training Plan. A group of 22 officers, who were previously recommended by the Union Public Service Commission (UPSC) but were awaiting inclusion due to pending completion of this mandatory training, have now fulfilled all requirements. Consequently, they have been formally integrated into the 2013 select list. All concerned Ministries and Departments are directed to proceed with notifying these appointments on a regular basis, with the prerequisite of a clear vigilance record for each officer, reinforcing a commitment to both professional development and integrity within the civil services.

OFFICE MEMORANDUM
Subject: Select List for the year 2013 of the Officers of the Central Secretariat Service (CSS) for appointment to Grade-I (Under Secretary) of the Service.
The undersigned is directed to refer to this Department’s Office Memorandums of even number dated 23.01.2015, 17.02.2015 and 26.08.2015 on the subject noted above and to say that in terms of CSS (Promotion to Sr. Selection Grade, Selection Grade and Grade-I), Regulations, 2010, an eligible officer for consideration for inclusion in Select List means an officer who has undergone and successfully completed such mandatory training programme as may be prescribed under Cadre Training Plan (CTP) of DoPT. Successful completion of Level ‘D’ Training under the Cadre Training Plan of CSS, is necessary for consideration for promotion to the grade of Under Secretary.
2. Following 22 officers recommended by the UPSC for inclusion in the USSL 2013 could not be included in USSL 2013 earlier as they have not successfully undergone/completed the mandatory level ‘D’ training. They have since qualified the mandatory level D training and accordingly they are included in USSL 2013 at appropriate places in terms of recommendations of DPC as under:

- Ministries/Departments concerned are requested to notify the appointment of the above officers to the Grade of Under Secretary on regular basis from the date of issue of this O.M. except the officer at SI. No. 13 who is presently working as Section Officer.
3.1 Posting orders in respect of the officer at SI. No. 13 is being issued separately. Notification for regular promotion should be issued only subject to the condition that the officer concerned is clear from vigilance angle in terms of this Department’s O.M. No.22034/4/2012-Estt.(D) dated 2.11.2012 and other relevant instructions on the subject. Copy of all such notifications should invariably be endorsed to this Department at the earliest for record. - Other terms and conditions of promotion to the Grade I (Under Secretary) on regular basis will remain the same as contained in this Department’s O.M. dated 23.01.2015.
