OFFICE MEMORANDUM
Subject: Level ‘E’ training programme and Joining Report of officers promoted to the Selection Grade (Deputy Secretary) of CSS – reg.
The undersigned is directed to refer to this Department’s OMs of even No. dated 25th April, 2013 and 29th April, 2013 vide which Grade I officers have been nominated for the mandatory Level ‘E’ training programme under CSS-CTP commencing on 1st July 2013 and to say that out of them 26 officers have been promoted to the grade of Deputy Secretary on ad-hoc basis vide OM No.4/3/2013-CS.I(D) dated 18.06.2013.
- In order to avoid the confusion/delay in relieving from the present Ministry/Department for joining the new Ministry/Department on promotion and thereafter reporting for the mandatory training etc., it has been decided with the approval of the competent authority that the nominated officers who have been promoted shall get relieved from the current Ministries/Departments and directly report to ISTM on 1st July 2013. Since ‘training’ is treated as duty, their reporting at ISTM shall be considered as their joining report on promotion in the new Ministries/Departments.

This is applicable only to those nominated officers (not assumed the charge of the post of Dy. Secretary in new Ministry/Department) who report for the mandatory Level ‘E’ training at ISTM on 1.7.2013.
