OFFICE MEMORANDUM
Subject: Notification for mandatory training programme under Cadre Training Plan – reg.
The undersigned is directed to refer to para 2 of the DOP&T Notification G.S.R. 197(E) dated 19th March, 2010 relating to mandatory training of the officers under Cadre Training Plan.
- In terms of these notified provisions, promotion of CSS Officers to Grade I, Selection Grade and Senior Selection Grade is linked to successful completion of the respective mandatory training programme.

The performance of the officers in the training will be evaluated and the report thereof would be added in their CRs while considering for their next promotion. No request for withdrawal / exemption from the mandatory training either from the Ministry/Department or the officer concerned shall be entertained except on the grounds indicated in DOP&T OM No. 1/1/2009-CSI(Trg.) dated 24/2/2010.

It is also informed that as per DOP&T OM No. 1/1/2009-CSI(Trg.) dated 24th February, 2010, candidates nominated thrice and who have not yet undergone training and who fail to attend and successfully complete the programme are debarred from future training modules, which will impact their next promotion adversely. The Cadre Authorities are accordingly requested to ensure timely relieving of nominated officers for the various training programmes.
