OFFICE MEMORANDUM
Subject : CSS officers not being relieved under exigencies of work – regd.
Reference is invited to DoP\&T OM No. 1/1/2009-CS.I(Trg) dated 24.2.2010, OM No.8/11/2010-CS.I (Trg) dated 5.4.2010 and Notification G.S.R. 197 (E) dated $19^{\text {th }}$ March, 2010 wherein the successful completion of various training programmes, under the CSS-CTP, has been made mandatory for officers to be considered for promotion to the next higher grade.
2. It has been observed that in spite of the clear instructions, nominated officers are not being relieved under the pretext of exigency of work etc. and Ministries/Departments/Cadres are requesting for postponement or re-nomination, knowing fully well that it is not permissible under the rules beyond a point. This issue has been examined by the competent authority and it has been decided that any request for nomination beyond the statutorily prescribed three (3) documented nominations, shall not be entertained as a matter of policy for any reason.
3. It is also emphasized that failure to attend mandatory cadre training plan, despite three nominations, shall be viewed seriously and all attendant consequences may be invoked as per OM No. 1/1/2009-CS.I(Trg) dated 24.2.2010.
