OFFICE MEMORANDUM

Subject: Rotational Transfer of Section Officers of CSS – reg.

The undersigned is directed to refer to this Department’s OM of even number dated 21.12.2015 vide which preferences for posting from Section Officers to be transferred under RTP were sought.

  1. Some doubts have been raised by the affected officers posted in various Ministries/Department whether a Section Officer working in the sub-cadre unit at the time of rotational transfer can opt for the main cadre unit which happens to be in the other group and vice-versa.
  2. In this context, it is stated that there are 46 cadre units for Section Officers grade of CSS where they can be posted. The cadre units and the component Ministries/Departments under them are mostly placed in the same group. However, there are few cadre units where main cadre unit is in one group while their sub-cadres units are in other group as mentioned in the table hereunder:

  1. In view of position stated above, it is hereby clarified that:
  2. a) Rotational transfer of Section Officers will be affected in the grade of Section Officer on the basis of their current posting i.e. the group will be on the basis of their current Ministry/Department and not on the basis of the main cadre unit.
  3. b) Under RTP, DOP&T will post officers directly to the above mentioned six cadre units in the grade of SO. The main cadre unit will not transfer such officer to other Ministry/Department.
  4. c) The officers working in the above mentioned sub-cadre units at the time of rotational transfer cannot opt for the main cadre unit which is in the other group. They have to necessarily give option to other cadre units excepting the current main cadre unit. For example a person posted in AYUSH (Group A), on his rotational transfer will be posted to a Ministry/Department in Group B with the exception that he cannot opt to be posted to the current main cadre unit viz. M/o Health & FW and vice-versa.
  5. Accordingly, the affected officers may re-submit their options only through e-mail at uscs1-dopt@nic.in. by 31.12.2015.
