Subject: Transfer of Section Officers of CSS under Rotational Transfer Policy (RTP) for the year 2016 – regarding
The undersigned is directed to refer to the revised Rotational Transfer Policy published on the website of this Department vide OM No.21/2/2009-CS-I(P) dated 16.07.2015. In terms of the RTP, Section Officers who have completed seven years or more in the same Ministry/Department in any capacity are eligible for transfer. However, officers serving in certain Ministries/Departments have a reduced tenure by one year prescribed for the grade. The cut-off date for counting the tenure is $1^{\text {st }}$ July of the year.
2. However, in view of the large number of vacancies in the Section Officers’ Grade, it has now been decided that in the first phase, rotational transfer of Section Officers who have completed more than 8 years in the same Ministry/Department only will be undertaken. Accordingly, a tentative list of Section Officers who have completed a tenure of 8 years and above as on 01.07.2016 as per the data available in the Department has been prepared and is attached as Annexure. The list includes 180 officers. However, the number of officers due for rotational transfer in Group A and Group B is not equal. Officers, equal in number in the order of tenure served in both in Groups $A$ and $B$, will only be considered for transfer as provided under RTP.
3. The list at Annexure does not include officers who are within two years of superannuation as on 30.04 .2017 and who are likely to be promoted within one year i.e. officers included in SO SLs upto the year 2009. However Section Officers of Select Lists for the year 2008 and earlier, who have refused promotion while remaining in the cadre or not promoted due to the fact that they failed to complete the mandatory Level D training programme successfully, have been included.
4. Ministries/Departments and officers concerned may check the information in Annexure and bring to the notice of this Department if there is any discrepancy in the list by 15.02.2017. If the discrepancy is being pointed out by the officer concerned, it should be verified by the concerned cadreunit before forwarding to this Department. There are 9 officers in the list in respect of whom date of posting in the present Ministry/Department is not available in this Department. Ministry/Department concerned should inform the correct date of posting in respect of these officers.
5. In this connection, the following points are clarified:
(i) Tenure for the purpose of transfer under RTP will not only include service rendered in the current designation, but also service rendered in other designations in a particular Ministry/Department i.e. total service rendered in the Ministry/Department will be counted;
(ii) Deputation/long leave/long term training is excluded for calculating the residency period. For this purpose, period of leave/training exceeding 6 months will be treated as long leave/long training.
(iii) Officers currently on deputation (though completed the prescribed tenure) will be excluded from the list of officers to be transferred under RTP. They will be rotated on reversion to the cadre and in the next round;
(iv) A Section Officer is allowed a tenure of seven years in an outstation posting irrespective of the tenure rendered in the main Ministry/Department at Delhi. The combined tenure rendered in the current designation and in lower designations in the same outstation office will be counted for tenure. However, only the officer’s current office and tenure would be considered irrespective of his/her earlier postings at the same outstation office or place
(v) Requests for posting from differently abled officers will be considered on case-to-case basis. PWD officers with more than $40 \%$ disability may not be transferred, if such a request is received
(vi) Ministries/Departments have been divided into two groups viz. Group ‘ $A$ ‘ and Group ‘ $B$ ‘. If the officer has served his tenure in a Ministry/Department in Group ‘A’, he/she will be transferred to a Ministry/Department in Group ‘B’ and vice versa.
(vii) Rotational transfer of SOs will be effected on the basis of their current posting i.e. the group will be on the basis of their current Ministry/Department and not on the basis of the main cadre unit for the reason that some cadre units like Expenditure,Health, IPP and some of their sub-cadre units are in different groups
(viii) Only equal number of officers will be transferred on the basis of higher length of service to ensure relievers are available for the officers transferred out.
(ix) Section Officers who are not clear from vigilance angle will be excluded from RTP so that there is no effect on the on-going disciplinary proceedings/prosecution.
- Ministries/Departments and officers concerned my keep in mind the above points while bringing to notice of this Department, discrepancy if any in the attached list. If the name of any Section Officer, who is otherwise eligible for rotational transfer under RTP, is missing from the list, the full particulars of such officers may also be forwarded to this Department by the Ministry/Department concerned. If no communication is received by the stipulated date i.e. 15.02.2017, the information as furnished in the list will be considered as final and further action will be taken accordingly. The officers and the Ministries/Departments concerned would be responsible for any discrepancy noticed thereafter.
