This Office Memorandum details modifications to the consolidated guidelines regarding the Rotational Transfer Policy (RTP) for officers of the Central Secretariat Service (CSS). Specifically, it addresses the re-classification and re-grouping of Ministries and Departments. Officers in the Ministry of Information & Broadcasting and the Ministry of Culture, due for transfer in 2025, are permitted to express preferences for Ministries/Departments classified under Group ‘A’, excluding their current Ministry. These changes are effective immediately and issued with the approval of the competent authority.

Sub: Consolidated guidelines on Rotational Transfer Policy (RTP) for officers of Central Secretariat Service (CSS) – re-classification / re-grouping of Ministries / Departments – reg.

The undersigned is directed to refer to this department’s O.M. No.21/19/2022CS.I(P) dated 02.11.2022 and O.M. No. 01/03/2023-CS.I (P) dated 14.06.2023 on the subject mentioned above and to convey approval of the competent authority for further modification in Annexure-I of the consolidated guidelines on Rotational Transfer Policy of Central Secretariat Service as under, with immediate effect:
