Promotion of Section Officers to Under Secretary on Adhoc Basis – Clarification

This order clarifies the continuation of a previous directive regarding the promotion of Section Officers to the Grade I (Under Secretary) level within the Central Secretariat Service (CSS) on an ad-hoc basis. Specifically, it addresses the situation of Section Officers undergoing Level D Cadre Training at the ISTM, stating they should not be relieved mid-training to assume their new posts. Furthermore, it clarifies that those promoted while in training are considered to have joined their new positions upon the issuance of their promotion order, particularly if junior officers who haven’t completed training have already joined. The order is addressed to the Secretaries of various Ministries and Departments, including Labour & Employment, Agriculture & Cooperation, Commerce, and others.

ORDER

Subject: Promotion of Section Officers of Central Secretariat Service (CSS) to Grade I (Under Secretary) of CSS on adhoc basis.

In continuation of this Department’s order of even number dated 11th September 2008, it is clarified that those Section Officers undergoing Level D Cadre Training of the CSS in the ISTM may not be relieved in the midst of the training to join the post of Under Secretary, before they complete the training successfully. The Section Officers, promoted to the grade of Under Secretary on ad-hoc basis, undergoing the aforesaid training, are deemed to have joined their new post from the date of issue of their promotion order, if officers junior to them, who have not attended the training for one reason or another, have joined the post of Under Secretary, in the light of the Government of India’s Decision under FR 22.
