This office memorandum addresses the backlog in filling Under Secretary positions reserved for officers belonging to the Scheduled Tribe (ST) category. It notes that eligible ST Section Officers from the Central Secretariat Service (CSS) up to the Select List of 1999 have been promoted on an ad-hoc basis. The memorandum directs all Ministries and Departments to forward the CR dossiers and vigilance clearance of ST Section Officers up to the Select List of 2000 who are yet to be promoted, for consideration for ad-hoc promotion to the Grade of Under Secretary.

Subject: – Promotion of Section Officers of Central Secretariat Service (CSS) belonging to ST category to the Grade of Under Secretary on ad-hoc basis-forwarding of CR dossiers and vigilance clearance.
The undersigned is directed to state that there is backlog of filling up of vacancies in the Grade of Under Secretary, reserved for ST category officers due to non availability of eligible ST Section Officers of the CSS. Section Officers belonging to ST category up to Select List 1999, in whose respect CR dossier and vigilance clearance were received, have been promoted as Under Secretary on ad-hoc basis.
2. All Ministries/Departments are requested to forward the CR dossiers and vigilance clearance of all ST Section Officers up to Select List 2000, who are yet to be promoted to the Grade of Under Secretary, for being considered for promotion to the Grade of Under Secretary on ad-hoc basis.
