OFFICE MEMORANDUM

Subject: Preparation of Select List of Grade I (Under Secretary) of the CSS for the year 2013 and promotion of Section Officers of the CSS to Grade I (Under Secretary) of the CSS on ad-hoc basis – reg.

The undersigned is directed to say that this Department is in the process of bringing out upto date Select Lists in the grade of Under Secretary in consultation with UPSC. Proposal for preparation of USSL 2012 is likely to be sent to UPSC shortly. This Department proposes to bring out Select List of Grade I (Under Secretary) of the CSS for the year 2013 also at the earliest.
2. Officers of SC/ST categories of SOSL-2005 are likely to be in the zone of consideration for USSL-2013. The list of such officers is enclosed at Annexure to this O.M. Some officers of SC categories of SLSO-2005 will be considered for promotion to the grade of US on ad-hoc basis.
3. It is, therefore, requested that the following documents / information in respect of Section Officers (as indicated in Annexure and complete in all respects) may be made available to CS.I Division at the earliest, latest by 31.01.2014 in prescribed Proforma-I:
(i) Vigilance status;
(ii) Statement of minor /major penalties, if any, imposed in the last 10 years

This information should also be furnished in the vigilance module of the web based cadre management system
(ii) CR Dossiers (ACRs upto 2011-2012) / ‘No Report Certificate’ (NRC);
(iii) Whether the officer concerned was in service (CSS) as on 1.7.2013 or if left service, the date of leaving the CSS;
(iv) Whether they are on deputation and / or absorbed in any Organization in continuation of deputation (date of deputation / absorption may be stated); and
(v) Personal information in Proforma-III.4. Prior to sending the ACRs/APARs, the concerned Ministries / Departments are requested to ensure that the procedure for below bench mark ACRs, if any, as laid down vide DoP&T’s O.M. No.21011/1/2005-Estt.(A) (Pt.-II) dated 14.5.2009 & O.M. No.21011/1/2010-Estt.A dated 13.4.2010 in respect of these officers is duly completed. A certificate to this effect be obtained from the officers concerned in Proforma-II and forwarded to this Department.

1. All Officers concerned, in their own interest, are also requested to pursue with the Administration Division concerned to ensure that the said documents / information in their respect are furnished to this Department urgently. This Department seeks active cooperation of all the Ministries / Departments to gather the information at the earliest.

2. Web Based Cadre Management: All the officers in the zone of consideration and the nodal officers concerned should also ensure that their complete data is available in the Web Based Cadre Management system which is hosted at cscms.nic.in. In the absence of complete data in the web based cadre management system, their names will not be considered for USSL.
