OFFICE MEMORANDUM

Subject: Promotion of Section Officers of CSS to Grade-I (Under Secretary) of CSS on ad-hoc basis – Representations dated 06.01.2016 and 11.01.2016 received from Shri Vinod Kumar, SO – reg.

The undersigned is directed to refer to the representations dated 06.01.2016 and 11.01.2016 received from Shri Vinod Kumar, SO of Department of Commerce presently undergoing two year training at NIFM, Faridabad requesting for adhoc promotion while continuing with the training which will be up to June 2017. It is informed that ad-hoc promotion is resorted to in the absence of select list for regular promotion, in the exigencies of service when posts cannot be kept vacant. In view of this, an officer has to be physically available to avail adhoc promotion.
2. Similar requests for allowing ad-hoc promotion while continuing the training at NIFM was examined in this Department and a policy decision was taken by this Department vide O.M. No.21/3/2015-CS.I(P) dated 19.03.2015. In terms of the said O.M. only those CSS officers who are undergoing mandatory training courses under the CSS Cadre Training Plan, which is linked with their promotion, are permitted to submit their joining report in case they are promoted on ad-hoc basis during the course of such mandatory training. In case CSS officers are undergoing some other long term training, DOPT’s O.M. dated 19.03.2015 is not applicable for them. Therefore, the question of proforma promotion/ technical joining cannot be allowed in such cases. If any officer was allowed adhoc promotion by the Ministry/ Department concerned while on long term training before issue of the O.M. dated 19.3.2015 that cannot be quoted as a precedent after issue of the O.M. laying down the policy.
3. Shri Vinod Kumar is presently undergoing training at NIFM till June, 2017. Therefore, his technical joining at Department of Higher Education on his promotion to US grade on ad-hoc basis is not allowed in terms of the aforesaid O.M. As he preferred to continue his training at NIFM, his promotion order to US grade on ad-hoc basis issued vide Order of evennumber dated 31.12 .2015 is hereby cancelled. He will be considered for adhoc promotion as and when he is available for the same.
