OFFICE MEMORANDUM

Subject: Promotion of Section Officers of the CSS to Grade-I (Under Secretary) on ad-hoc basis – Furnishing of fresh vigilance status – regarding.

The undersigned is directed to say that due to various administrative reasons, there has been delay in bringing out up to date Select List of Under Secretary. Pending issue of Select List, the vacancies in the grade of US are being filled up on ad-hoc basis by preparing panel of officers assessed suitable for promotion by a Screening Committee.
2. Vigilance status in respect of the Section Officers as mentioned in the Annexure-I who are in the zone of consideration for ad-hoc promotion was obtained earlier. However, considerable time has elapsed since receipt of vigilance status. It is, therefore, requested that the vigilance status of these officers may be furnished afresh in the format at Proforma-I for taking further necessary action.
3. It is also informed that officers whose ad-hoc promotion orders were cancelled within a period of one year may not be considered for ad-hoc promotion. Similarly, officers who have already been recommended for inclusion in Select List for regular promotion and were not promoted for not undergoing mandatory level D training / unwilling for ad-hoc promotion may also not be considered for ad-hoc promotion. Names of such officers are not indicated in Annexure-I of this O.M.
4. The information may be furnished latest by 20.05 .2016 positively to enable this Department to convene Screening Committee meeting. ACRs/ APARs in respect of the officers as mentioned in the Annexure-I may also be furnished.
