Subject: Zone of consideration for inclusion in Select List of Section Officers’ Grade of CSS for the years 2012, 2013 and 2014 against Seniority Quota – regarding
The undersigned is directed to refer to this Department’s OMs No.6/5/2015-CS-I(S) dated 06.02.2015, No.6/6/2015-CS-I(S) dated 09.02.2015 and No.6/7/2015-CS-I(S) dated 04.03.2015 vide which the zone of consideration for inclusion in Select List of Section Officers’ Grade of CSS for the year 2012, 2013 and 2014 respectively were issued. The Cadre Units were requested to conduct DPCs and submit information in this regard in the prescribed format by the dates specified in these OMs.
2. However, the information for all the three years, complete in all respects, has not been received from majority of the cadre units. A brief containing status of information received is attached as Annexure. It may be seen from the attached statement that some cadres have issued notification/orders in respect of retired officers and also in respect of officers, who have not yet successfully completed the mandatory training programme (Level B) against the instructions available in this regard in the OMs under reference. This Department’s OM of even number dated 19.05.2015 is also referred in this connection.
2. The Cadre Units are, therefore, once again requested to conduct the DPCs in respect of all officers included in the zone, who are working under their control immediately and furnish the requisite information in the prescribed proforma to this Department to enable early finalization of Select Lists for these years. The cadre units are also requested to take corrective action in respect of orders/notification issued in contravention to DPC guidelines/CSS Rule 2009 \& regulations issued thereunder.
