This Office Memorandum details the process regarding the Select List of Section Officers’ Grade of CSS for the years 2012, 2013, and 2014. Initially, officers who hadn’t completed mandatory training were excluded. Following representations, a chance was given to ten officers to undergo training, with nine successfully completing it and being re-included in the consideration zone. Cadre units are now instructed to proceed with DPCs for promotion of these officers. OFFICE MEMORANDUM
Subject: Select List of Section Officers’ Grade of CSS for the years 2012, 2013 and 2014 against Seniority Quota – Consideration of representations received from officers who did not fulfill the mandatory training clause- regarding.
The undersigned is directed to refer to this Department’s OMs No.6/5/2015-CS-I(S) dated 06.02.2015, No.6/6/2015-CS-I(S) dated 09.02.2015 and No.6/7/2015-CS-I(S) dated 04.03.2015 vide which the zone of consideration for inclusion in Select List of Section Officers’ Grade of CSS for the year 2012, 2013 and 2014 respectively were issued. The following officers, who had not attended the mandatory training (Level B) programme even after having nominated thrice (the maximum allowed under CTP) were excluded from the zone of consideration:

- On consideration of representations submitted by some of the excluded officers, with the approval of Secretary (P), a decision was taken to give these officers one more chance to undergo Level B Training in relaxation of CTP provisions. Accordingly, the Ministries/Departments concerned were requested to obtain an undertaking from these officers that they will attend the training programme without fail, if nominated.
- Accordingly 10 officers, who had submitted the requisite undertaking, were nominated for the Level B Training programme held between 18.05.2015 to 19.06.2015 and 06.07.2015 to 07.08.2015 at ISTM. However, one officer namely Shri Virender Singh did not attend the training programme even after submitting the said undertaking and having been nominated.
- Now with the approval of the competent authority, the following 9 officers, who have since successfully completed mandatory training (Level B) programme, are included in the zone of consideration for inclusion in SO SL against Seniority Quota for the year shown against their name:

- The cadre units concerned are requested to take further action for conduct of DPC in respect of these officers and issue order/notification for their promotion, if found fit by the DPC. The requisite information about DPC recommendation in the prescribed format along with copies of the promotion orders/notifications so issued should be forwarded to this Department for records.
- The other terms and conditions would remain the same as contained in the OMs dated 06.02.2015, 09.02.2015 and 04.03.2015, as the case may be.
