Subject: Select Lists for the year 2009 \& 2010 of the Officers of the Central Secretariat Service (CSS) for appointment to Grade-I (Under Secretary) of the Service.
The undersigned is directed to refer to this Department’s O.M. of even number dated 26.11.2012 on the subject noted above and to say that in terms of CSS (Promotion to Sr. Selection Grade, Selection Grade and Grade-I), Regulations, 2010, an eligible officer for consideration for inclusion in Select List means any officer who has undergone and successfully completed such mandatory training programme as may be prescribed under Cadre Training Plan (CTP) of DoPT. Successful completion of Level ‘D’ Training under the Cadre Training Plan is necessary for consideration for promotion to the grade of US.
2. Fifteen officers out of a total of 515 officers recommended by the UPSC for inclusion in the USSLs 2009 \& 2010, could not be included in the respective USSL as they have not successfully undergone the mandatory level ‘D’ training. Among them, the following eight officers have since qualified the mandatory level D training. Therefore, with the approval of MoS (PP) following officers are now included in USSLs 2009 \& 2010 at appropriate places in terms of recommendations of DPC by assigning suffix ‘A’ in the respective USSL as under:

No.22034/4/2012-Estt.(D) dated 2.11.2012 and other relevant instructions on the subject. Copy of all such notifications should invariably be endorsed to this Department at the earliest for record. Inclusion of officers in USSL-2009 shall be subject to the final outcome in O.A. No.611/2012 titled “P.S. Bhandari & Ors. vs. Uol & Ors. in terms of CAT, PB, New Delhi’s interim order dated 24.2.2012 and also any other order by any competent court in any of the connected matters, apart from the above. |

- Other terms and conditions of promotion to the Grade I (Under Secretary) on regular basis will remain the same as contained in this Department’s O.M. dated 26.11.2012.
