Subject: Preparation of Select List of Grade I (Under Secretary) of the CSS for the year 2014 – Availability of ACRs/APARs – Reg.

The undersigned is to refer to this Department’s O.M. of even number dated 29.01.2015 and subsequent reminders dated 11.02.2015, 20.02.2015, 03.03.2015 and 19.03.2015 on the subject mentioned above (available in this Department’s website at persmin.nic.in $\rightarrow$ DoPT $\rightarrow$ Central Secretariat $\rightarrow$ CSS $\rightarrow$ promotions $\rightarrow$ Regular $\rightarrow$ SO to US) and to say that ACRs/APARs in respect of several officers in the zone of consideration have not yet been furnished to this Department till date.
2. ACRs/APARs for the years 2008-09 to 2012-13 in respect of the officers, who are in the zone of consideration for USSL 2014, are required for assessment by the DPC conducted by UPSC. Statement of availability of ACRs/APARs in respect of officers who are in the zone of consideration and whose one or more ACRs/APARs of the reckonable period (i.e. 2008-09 to 2012-13) are not made available to this Department is at Annexure.
3. Ministries/Departments concerned are requested to furnish missing ACRs/ APARs as mentioned in the Annexure in a week’s time. If for any reason ACR / APAR is not available, No Report Certificate (NRC) should be furnished indicating reasons for non-recording of ACRs / APARs.
4. While forwarding ACRs/APARs, Ministries / Departments concerned are also requested to ensure that following actions in respect of officers in the zone of consideration for USSL-2014 is duly completed:
(a) provisions of DoP\&T’s O.M. No.21011/1/2010-Estt.(A) dated 14.5.2009 regarding disclosure of APARs (only for APARs 2008-09 onwards) have been complied with; and,
(b) action in terms of DoP\&T’s O.M. No.21011/1/2010-Estt.A dated 13.4.2010 have been completed regarding below benchmark grading in ACRs prior to the reporting period 2008-09 and objective consideration of representation by the competent authority against remarks in the APAR concerned.5. Retired Officers In terms of DoPT’s OM No. 22011/4/98-Estt.(D) dated October 12, 1998, retired officers are also to be considered to arrive at the correct zone of consideration for relevant year. In view of this, Officers in the zone of consideration who were in actual service as on 1.7.2014 (the crucial date for USSL-2014) and subsequently retired should also be considered. Accordingly, ACRs/APARs of such officers should also be furnished.

1. All Officers concerned, in their own interest, are requested to pursue with the Administration Division concerned to ensure that the said ACRs/APARs in their respect are furnished to this Department latest by 24.04.2015 positively as finalization of DPC proposal for USSL 2014 is getting delayed. This Department seeks active cooperation of all the Ministries/Departments to furnish requisite ACRs/APARs by 24.04.2015.
