This office memorandum details the process of preparing an updated Select List for Under Secretary positions. It addresses the need to re-verify the vigilance status of officers considered for promotion, particularly those who have been promoted on an ad-hoc basis or transferred to other departments. OFFICE MEMORANDUM
Subject: Preparation of Select List of Grade I (Under Secretary) of the CSS for the year 2015 – reg.
The undersigned is directed to say that this Department is in the process of bringing out up to date Select Lists in the grade of Under Secretary in consultation with UPSC. This Department has initiated action for preparation of proposal for USSL-2015.
- Officers of up to SOSL-2007 are likely to be in the zone of consideration for USSL-2015. The vigilance status including statement of penalties imposed, if any, in respect of the officers up to SOSLs 2005 have earlier been obtained. However, considerable time has elapsed since receipt of vigilance status. Moreover, many of them have been promoted as Under Secretary on ad-hoc basis and transferred to other Ministries / Departments. Therefore, it has become necessary to ascertain vigilance status afresh. Ministries / Departments where the officers are currently posted are, therefore, requested to furnish the latest vigilance status of the officers as mentioned in Annexure-I in enclosed Proforma latest by 31.08.2015.

In addition to above, CR dossier and other requisite information in respect of the officers as mentioned in Annexure-II have also not yet been received. It may be appreciated that this Department will be able to finalize DPC proposal for USSL 2015 only after information in respect of all officers has been received. To avoid any further delay, it is imperative that CR dossier and the requisite information is furnished urgently and in any case, latest by 31.08.2015.
