This Office Memorandum concerns the review of USSLs (Under Secretary Service Lists) for the years 2004-2008. It follows up on previous communications regarding lists of regular USs and draft eligibility lists, requesting corrections from Ministries/Departments. The memorandum also addresses the inclusion of officers who were part of the SO LDCE, 1996, following a Supreme Court order modifying the UPSC results. These officers are now eligible for consideration for USSLs 2004 onwards, and Ministries/Departments are requested to urgently provide their vigilance status to facilitate the review process. An annexure lists the officers concerned with their details.

Subject: Review of USSLs 2004-2008: seeking vigilance clearance regarding
The undersigned is directed to refer to this Department’s O.M. of even number dated 31.8.2015 and 7.9.2015 circulating therewith lists of regular USs as on 1.7.2004 and draft eligibility list for USSLs 2004-2008 and Ministries/ Departments and officers concerned were requested to bring to the notice of this Department corrections if any to these lists. However, only very few references have been received in this regard.
2. In the meanwhile, in pursuance to Supreme Court’s order in Civil Appeals No. 6046-6047 of 2004 titled “Rohtas Bhankar and Ors. vs. Uol and Anr” dated 15.7.2014, UPSC had modified the results of SO/PS Limited Departmental Competitive Examination, 1996. The appellants before the Supreme Court and similarly situated SC/ST category officers who participated in the SO LDCE, 1996 and who were included in the modified results by the UPSC (in all 33 officers) were included in SO SL-1996 vide this Department’s O.M. No. 6/9/2014-CS.I(S) dated 21.7.2015 and 11.9.2015.
3. These officers by virtue of their inclusion in SO SL-1996 had completed eight years of approved service as on 1.7.2004 and hence eligible to be considered for USSLs 2004 and onwards (list attached). Accordingly, Ministries/ Departments concerned where these officers are presently posted are requested to convey the vigilance status of these officers urgently to enable this Department to firm up proposal for review of USSLs.
