This Office Memorandum details the approval for including officers in the Select Lists of Grade-I of the Central Secretariat Service (CSS) – Under Secretary – for the years 2019, 2020, and 2021. Subject: Select Lists for the years 2019, 2020 and 2021 of the Officers of the Central Secretariat Service (CSS) for appointment to Grade-I (Under Secretary) of the Service.
In continuation to this Department’s O.M. of even number dated 30 June, 2022, approval of the President is hereby conveyed for inclusion of officers in the Select Lists of Grade-I of CSS i.e. Under Secretary for the years 2019, 2020 and 2021, as given below:

- Other terms and conditions of promotion to the Grade I (Under Secretary) on regular basis are same as contained in this Department’s O.M. of even number dated 30.06.2022.
- The inclusion of officers in USSLs 2019 to 2021 would be subject to the order/outcome of the Jarnail Singh batch of cases and Writ Petitions No.6597/2012 and 3003/2013 before the Hon’ble High Court of Delhi. While issuing the promotion order, theMinistry/Department shall ensure that it is clearly mentioned in the order that this regular promotion is subject to the order/outcome of the Jarnail Singh batch of cases.
