ORDER

Approval of the President is hereby conveyed for inclusion of the name of Shri V. Padmanabhan, (CSL No.6311) in the Senior Selection Grade (Director) Select List (SSGSL) of Central Secretariat Service for the year 2022, in continuation to this Department’s Orders of even number dated 01.08.2022, 07.10.2022 & 07.11.2022.

1. The appointment of officer will be effective from the date of assumption of charge of the post.

2. The seniority of the officer included in the aforesaid Select List, will be in the same order in which his name has been recommended for inclusion, irrespective of actual date of his appointment to the Senior Selection Grade.

3. In terms of Rule 2(c) (iii) of CSS Rules, approved service in the grade of Director will count from 1st July of the Select List Year.

4. In terms of CSS Regulations, 2010, an eligible officer for inclusion in SSGSL should have successfully undergone such mandatory training programme as may be prescribed under Cadre Training Plan of DoP&T. In terms of CSS (CTP), successful completion of Level F Training is mandatory for inclusion in SSGSL.

5.1 However, the Competent Authority under Rule 23 of CSS Rules, 2009, in consultation with UPSC has approved, grant of one time relaxation in the provisions of completion of mandatory Level-F training for appointment of CSS officers as Director on inclusion in Senior Selection Grade Select List from the Year 2018 to 2022, subject to the condition that the officers included in the aforementioned Select Lists, are required to successfully complete the Level-F training after promotion unless exempted, as per the nominations made by the DoP&T.

1. The concerned Ministry/ Department need to notify the appointment of the officer to the grade of Director on regular basis from the date of assumption of the charge of the post.

2. The Ministry/ Department, before issuing necessary notification, shall ensure that the officer concerned is clear from vigilance angle in terms of DoP&T O.M. No. 22034/4/2012-Estt (D) dated 2.11.2012 read with O.M. No. 22011/4/91-Estt(A) dated 14.9.1992 and O.M. No. 22012/1/99-Estt(D) dated 25.10.2004. In case of any change in the vigilance status of the officer from the last report, the same may be communicated to AVD.I and CS.I Division of this Department immediately.

Signature7.1 In case of currency of any penalty imposed on the officer concerned, notification should be issued only after the currency of the penalty is over in terms of DoP&T’s O.M. No. 22034/5/2004-Estt(D) dated 15.12.2004.

1. The inclusion of officer in SSGSL 2022 will remain subject to further orders of the Hon’ble Supreme Court of India in the Civil Appeal No. 629 of 2022 arising out of SLP(C) No. 30621/2011 titled Shri Jarnail Singh & Ors. V. Lachhmi Narain Gupta & Ors. and other connected matters.

2. The copy of notification for appointment of officer concerned should invariably be endorsed to this Department for record. In case, the officer concerned cannot be appointed to the Grade of Director on regular basis, the same may be brought to the notice of this Department immediately along with the reasons.
