OFFICE MEMORANDUM
Sub: Select List of Section Officers’ Grade for the year 2014 against Examination Quota on the basis of Combined Limited Departmental Competitive Examination, 2014 held by the UPSC.
The undersigned is directed to say that the Department of Personnel & Training had reported 333 (UR – 188, SC – 90 & ST – 55) vacancies for the year 2014 to be filled up in the Section Officers’ grade of Central Secretariat Service (CSS) on the basis of the results of the Combined SOs/Stenographers (Gr.’B’/Gr.’I’) Limited Departmental Competitive Examination 2014 conducted by UPSC. The UPSC has since declared the final result of LDCE 2014 on 31^{st} December, 2015. The details of qualified candidates are as under:

Out of 65 candidates recommended by UPSC, only 63 (UR- 52, SC-07, ST- 04) candidates are effectively available for consideration for appointment as Section Officers in the Select List of the year 2014. Allocation of candidates has been made having regard to the vacancies in the various cadre units, their preferences for posting and Rotational Transfer Policy for CSS personnel. The list of candidates is annexed as annexure to this O.M. Dossiers of the candidates included in the Select List have also been forwarded herewith.
- (i) The cadre units are requested to appoint/relieve the officers by 27.01.2016 subject to vigilance clearance in terms of DOPT’s OM No.22034/4/2012-Estt.(D) dated 02.11.2012 and other relevant instructions on the subject. If not relieved by 27.01.2016, officers shall deemed to have been relieved from their current Ministry/Department, and no formal relieving order shall be required.
(ii) Those officers who are on leave, training etc. on the date of issue of this order shall be relieved within 3 working days of joining from leave, training etc.
(iii) In cases where officers reported to the allocated Ministry/Department without being formally relieved by their present cadre units, their appointment order should be issued by the allocated Ministry/Department only after ascertaining the vigilance clearance from the previous Ministry/Department. In cases where the officer concerned is not free from vigilance angle, he/she may be sent back to his/her parent Ministry/Department under intimation to this Department.3. Some officers, who are included in SO SL 2014 (LDCE Quota) may be on deputation as on date. To avail the benefit of promotion, such officers have two options:
– (i) They may repatriate to their parent cadre so that they can be promoted or relieved for the allocated cadre, if the allocated cadre is other than the parent cadre; or
– (ii) They may avail proforma promotion from the date of promotion of their immediate junior.
All Ministries/Departments are, therefore, requested to consider the requests for proforma promotion, if any, in terms of extant instructions and issue necessary orders.
- It may also be brought to the notice of all the officers who figure in the annexure that their appointments shall be subject to the outcome of the following Court cases and also as per any other order by any competent court in any of the connected matters:
- (i) WP(C) No.5080/2014 filed by UPSC V/s Shri Shanti Lal Bourasi & Ors. in Delhi High Court, New Delhi.
- (ii) WP(C) No.5793/2014 filed by UPSC V/s Shri M. R. Meena & Ors. in Delhi High Court, New Delhi.
- (iii) WP(C) No.6468/2014 filed by UPSC V/s Shri Rajeev R & Ors. in Delhi High Court, New Delhi.
- A copy of the appointment order should be endorsed to this Department for record.
