The Department of Personnel and Training circulates a draft Common Seniority List (CSL) of Assistant Section Officers’ Grade of Central Secretariat Service (CSS) for the year 2009, requesting verification of details such as date of birth, category, and date of joining/regular appointment. Ministries and Departments are asked to forward a copy of the draft list to concerned officers for discrepancy checks, to be reported by October 3, 2018. The list includes officers appointed to higher grades for relative seniority determination. Ministries are to send joining dates and office orders. Omissions or errors should be brought to the Department’s notice, subject to Supreme Court orders on merit and reservation.

OFFICE MEMORANDUM
Subject: Draft Common Seniority List (CSL) of Assistant Section Officers’ Grade of Central Secretariat Service for the year 2009.
The undersigned is directed to circulate a draft Common Seniority List (CSL) of Assistant Section Officers’ Grade of Central Secretariat Service (CSS) for the year 2009 for verification of details particularly their date of birth, category and date of joining/regular appointment in ASO grade.
2. In terms of Rule 16 of CSS Rules, 2009, the seniority of all the officers of the Assistant Section Officers’ Grade appointed on the basis of their inclusion in the Select List for the year 2009 has been determined as under:-
(a) Persons appointed regularly to Assistant Section Officers’ Grade from the Select List are ranked inter se in the order of their seniority as assigned in the Common Seniority List of the Upper Division Grade prepared under the Central Secretariat Clerical Service (Preparation of Common Seniority List) Regulation, 1971, there being no DR for the year 2009.
3. The participating Ministries/ Departments of CSS are requested to forward a copy of the draft list to all the concerned officers under their administrative control and concerned officers are requested to check their details and bring to notice of this Department any discrepancy, through proper channel, in their own interest latest by $3^{\text {rd }}$ October, 2018. Names of the officers who have since been appointed to the higher grades have also been included in the list for the purpose of determining the relative seniority.
4. All Ministries/ Departments are requested to send joining date along with office orders of all candidates mentioned in the Common Select List 2009.
5. If any ASO has since left the service and is not included in the list, the same may also be informed.6. This CSL would be subject to any further orders which may be passed by Hon’ble Supreme Court on the issue of own merit and reservation in promotion and by any other court in any other pending case.
- It is reiterated that any omissions or errors or objections in respect of this draft Common Seniority List may be brought to the notice of this Department latest by 3rd October, 2018. Discrepancies can be brought to notice even by mail at ksrinivasan.89@nic.in.
