Request for Vigilance Status and APARs for Under Secretaries and Section Officers

The Ministry of Personnel, PG and Pensions is seeking updated vigilance status, penalty information if imposed, and APARs for Under Secretaries and Section Officers from all Ministries and Departments. This information is needed to review the Departmental Promotion Committee (DPC) of Under Secretaries of the CSS for the select list years 2003 to 2008, and for the issue of select lists from 2009 to 2011. Ministries and Departments are urged to quickly compile and submit the required documents urgently, preferably by the first week of June 2011. The review process will commence upon receipt of these essential documents.

OFFICE MEMORANDUM

Subject: Vigilance status of the USs included in US SLs 2004 to 2008 and SOs working as US on ad hoc basis – Review DPC of the Select Lists 2003 to 2008 of Under Secretary grade of the CSS as well as issue of Select Lists 2009 to 2011.

Reference is invited to this Department’s OM of even number dated 15.04.2011 and to say that review DPC of Under Secretary of the CSS for the Select List years 2003 to 2008 as well as issue of updated Select Lists up to Select List year 2011 has been taken up. The Ministries and Departments are requested that updated vigilance status as on date; penalty, if imposed, (along with orders of imposition of penalty) on any of the officers; and updated APARs (if not already sent to this Dept.) may kindly be sent to this Department in respect of the following officers:

  1. All the Under Secretaries included in Select Lists 2004 to 2008;
  2. All Section Officers (up to 2002 SO SL) officiating as Under Secretaries; and
  3. All regular Section Officers (up to 2002 SO SL) who could not be promoted till date due to any infirmity of documents.

  4. Ministries and Departments are requested that the aforesaid documents may be compiled quickly and sent to this Department urgently (latest by 1st week of June, 2011).

  5. Some Ministries and Departments have not made available requisite information as per Department’s request vide OM of even number dated 15.04.2011. The same may also be expedited.

  6. Needless to add the process of review DPC and update Select Lists of Under Secretary grade shall begin after the receipt of the above essential documents.
