OFFICE MEMORANDUM
Subject: Select List of officers of Selection Grade (Deputy Secretary) of the Central Secretariat Service for promotion to the Senior Selection Grade (Director) for the year 2013.
The undersigned is directed to say that for preparation of the Select List for regular promotion to Senior Selection Grade (Director) of the Central Secretariat Service for the year 2013 (1.7.2013 to 30.6.2014) the panel size was fixed at 108. However, three regular Deputy Secretaries fulfilling the eligibility condition of five years’ approved service in the grade as prescribed in the CSS Rules, 2009 were available for consideration for promotion. The regular Deputy Secretaries of SL 2009 and SL 2010 were not fulfilling the eligibility conditions.
2. Keeping in view large number of vacancies in the grade of Director and want of eligible officers with requisite five years’ approved service in Deputy Secretary grade, the competent authority, in exercise of powers under Rule 23 of CSS Rules, 2009, has relaxed the eligibility condition for promotion to the grade of Director in favour of the existing Deputy Secretaries of SL 2009 and 2010 as under:
“5 years approved service, failing which a combined approved service of 10 years’ in the grades of Under Secretary and Deputy Secretary with not less than three years’ regular service in the grade of Deputy Secretary.’
3. Further, in respect of those officers not having three years’ regular service as on 1.7.2013, the crucial date of eligibility for the Select List year 2013, the competent authority has also granted relaxation to the extent that they should have 3 years’ regular service as Deputy Secretary as on the date of promotion to the grade of Director.
4. However, in view of the ongoing litigation with regard to relaxation of eligibility conditions in favour of the direct recruit Section Officers for promotion to the grade of Under Secretary, which if settled in favour of the direct recruits, would affect the US SL 2003 and consequently DS SL 2010, the competent authority approved for consideration of only 48 Deputy Secretaries for regular promotion to the grade of Director.
- Accordingly, on the recommendations of the Selection Committee in its meeting held on 20.2.2014, the competent authority has approved inclusion of the names of 46 Deputy Secretaries in the Select List for promotion to the Senior Selection Grade (Director) of the Central Secretariat Service as per Annexure.
- Orders of regular promotion of the 46 Deputy Secretaries included in the Select List for promotion to Senior Selection Grade will be issued separately.
