The competent authority has approved the inclusion and placement of several CSS officers in the Senior Selection Grade (Director) Select List 2016, effective from 01.07.2016. These officers are subject to the successful completion of mandatory level ‘F’ training as per CSS CTP. Their actual promotion to the Director grade will be effective after successfully completing the Level F training program by the Institute of Secretariat Training and Management (ISTM). Ministries/Departments must ensure vigilance clearance and follow specific guidelines for issuing notifications, particularly regarding vigilance angles, training completion, and any ongoing penalties. Furthermore, proforma promotions will be issued for officers on deputation upon written request, and regular promotion notifications should be issued by the relevant Ministry/Department.

3. The Competent Authority has also approved the placement of the following Officers in CSS Senior Selection Grade (Director) Select List 2016 subject to their successful completion of mandatory level ‘ $F$ ‘ training as per CSS.CTP.

Their actual promotion to the grade of Director will be effective from the date they report for the post after their being declared as successfully completed the Level F training programme by the Institute of Secretariat Training and Management (ISTM).
4. The Ministries/Departments shall ensure that the concerned officer(s) is/are clear from the vigilance angle under Government of India Orders/OMs on the subject before issuing necessary notification, Orders, etc. In case of any discrepancies relating to vigilance clearance of an Officer, the same may be communicated to this Department at the earliest.
5. The appointment/promotion of these Officers as Director on regular basis is also subject to any Orders of any competent Court of law in any connected matter.
6. Notification for regular promotion by the Ministries/Departments concerned should be issued subject to the following conditions:
i) The officer concerned is clear from vigilance angle in terms of this Department’s OM No. 22034/4/2012-Estt.(D) dated 02.11.2012 and other relevant instructions on the subject;
ii) Successful completion of level $F$ training of the officer may again be got verified.
iii) If an officer is undergoing penalty, notification should not be issued for regular promotion and in such cases notification should be issued only after the currency of thepenalty is over in terms of this Department’s OM No. 22034/5/2004-Estt.(D) dated 15.12.2004. Such cases should also be informed to this Department.
7. In respect of officers who are away on deputation, this Department will issue orders for their proforma promotion on receipt of written requests from the officers concerned. Only on grant of proforma promotion, notification for their regular promotion should be issued by the Ministry/ Department concerned from where the officer proceeded on deputation.
8. Copy of notifications should invariably be endorsed to this Department for record. If any of the officers included in Director Select List 2016 cannot be appointed to the grade of Director on regular basis, the same may be brought to the notice of this Department immediately along with reasons.
