Reconciliation of Sanctioned Strength for CSS Cadre Posts

The government is actively working to enhance its administrative efficiency and streamline personnel management within the Central Secretariat Service (CSS) Cadre. Following the significant recommendations from the Third Cadre Review Committee, an essential exercise has been initiated to comprehensively update the database of CSS Cadre officers. As part of this drive, all Ministries and Departments involved in the CSS framework are mandated to meticulously verify and reconcile their current sanctioned strength figures. This includes cross-referencing against an enclosed statement that details various types of posts, such as those notified in the Second Schedule of the CSS Rules, 2009, as well as any upgraded, encadred, decadred, or diverted positions. Any discrepancies identified during this reconciliation process must be promptly brought to the attention of the CS-I Division, accompanied by all relevant supporting documentation. Furthermore, departments are also required to furnish specific information using a prescribed proforma. This crucial task, aimed at ensuring accurate personnel records and robust governance, had a submission deadline of September 29, 2017, with details to be sent to the CS-I Division via email or physical delivery.

OFFICE MEMORANDUM

Subject: Reconciliation of sanctioned strength of CSS Cadre posts Reg.

It is proposed to update the database of officers of CSS Cadre. This is against the backdrop of likely expansion of cadre strength following the implementation of the recommendations of the Third Cadre Review Committee, conveyed vide this Department’s OM dated 11.09.2017.
2. Accordingly, a statement showing the sanctioned strength of officers, as available in CS-I Division, in the Grades of Director, Deputy Secretary, Under Secretary, Section Officer and Assistant Section Officer is enclosed in Annexure-I. The figures shown in the list include posts notified in the Second Schedule (Part A and B) attached to the CSS Rules, 2009, upgraded posts, posts encadred/decadred and diverted posts. The statement has been prepared as per details available as on 15.09.2017.
3. All the participating Ministries/ Departments of CSS are hereby requested to reconcile their sanctioned strength figures (including their subcadre units) with the statement attached at Annex-I and discrepancy, if any, may be brought to the notice of CS-I Division with supporting documents available with them.
4. Further, all the Ministries/Departments are also requested to furnish the requisite information in the proforma enclosed at Annexure-II.
5. The above details should reach CS-I Division by 29.09 .2017 either through e-mail (ksrinivasan.89@nic.in) or by post/by hand.
