This document addresses the representation of Smt. Kanchan Bala, a Pharmacist, concerning a change in her allocation from Uttar Pradesh to Uttarakhand. The matter was reviewed by a committee following directions from the Hon’ble High Court of Allahabad in W.P. No. 1563/2009. The committee noted that Smt. Kanchan Bala’s husband was appointed in 2006, and personnel appointed after November 9, 2000, are not covered under the spouse policy of the Reorganisation Scheme. Consequently, the committee recommended rejecting her representation and not changing her allocation. The Government of India has accepted this recommendation, and Smt. Kanchan Bala will continue to be allocated to Uttar Pradesh. The concerned officer has been informed of this decision.

Sir,
I am directed to refer to the directions of the Hon’ble High Court of U.P. at Allahabad in W.P. No. 1563/2009 dated 16.01.2009 and to say that the representation of Smt. Kanchan Bala, Pharmacist was considered by the Committee headed by Dr. S.K. Sarker, Joint Secretary in its meeting held on 24.8.2009. The Committee found that the husband of Smt. Kanchan Bala was appointed in 2006. As the personnel appointed after the appointed day i.e. 9.11.2000 are not covered under spouse policy under Reorganisation Scheme, the Committee recommended to reject her representation and not to change her allocation from UP to Uttarakhand.
The Government of India has accepted the recommendation of the Committee and accordingly the allocation of Smt. Kanchan Bala, Pharmacist continues to be in Uttar Pradesh. Officer concerned may kindly be apprised of the position.
