5. Approval/ ratification of Form II and Form IV A notifications made since the last meeting.
The Provisional notification of cadre strength of A.P. Special Protection Force was ratified.
6. First revision of Form II and Form IV A from 07.03.2016 to 06.05 .2016 in the light of the representations and suggestions received on provisional cadre strength of the following departments notified calling options :
Committee noted the comments and suggestions received upon notification of cadre strength in respect of the two departments mentioned below, the recommendations on the same, and the proposed revision of cadre strength as a consequence as reflected in the attached revised statements in Form II and Form IV A and approved and ratified the same:
i. A.P. Special Protection Force.
ii. Commissioner/ Director of Indian Medicine \& Homeopathy.
7. Approval of Tentative Allocations notified
The tentative allocation list of employees of the State Cadre categories of posts in the Director of Indian Medicine \& Homeopathy Department prepared by the Sub-Committee and notified calling for representations from aggrieved employees was approved/ ratified by Advisory Committee.
8. Approval of recommendations on representations against Tentative Allocation by aggrieved, recommended final Cadre strength and recommended final allocation of state cadre employees between the successor States of AP and Telangana and submitted to Central Government for final orders during the period from 07.03.2016 to 06.05.2016.
Advisory Committee approved and ratified the action taken in respect of the Departments mentioned.
9. Registration \& Stamps Department – Allocation of DIGs
Committee had deferred final allocation to the category of DIG R\&S so as to enable examination of the issues arising as a result of the retrospective notional promotion of two officers effective from dates earlier to 02-06-2014 (which has necessitated their allocation in the category of DIGR\&S ) and the resultant reversion of two officers who were functioning as DIGs on 1-6-2014 who incidentally had claimed preferential allocation and secured interim directions from the High Court both for consideration of preferential allocation and against reversion and now stand reverted/has voluntarily retired. It was noted that
- the two officers who have been notionally promoted retrospectively need to be now allocated as DIGs R\&S in supersession of their allocation as District Registrars
- Consequently there will be need to allocate the state cadre officers in the category of DIG R\&S afresh as on 2-62014 with reference to the revised seniority list of officers of the category with due regard to the interim directions
The committee decided to request the Department of Revenue and Commissioner R\&S to furnish a comprehensive note on the issues involved impacting allocation with legal opinion for enabling the Committee to consider allocation of DIGs R\&S.
In so far as review of allocations as a result of retrospective notional promotion with effect from dates earlier to State reorganisation is being proposed for the first time, it was considered that the committee has to evolve working principles and uniform procedure for the same to be applied across the departments and as such GA (SR) Dept may bring up the subject for consideration at the next meeting.
Pending the above steps final allocation of DIGs was deferred.
10. Law Department of Secretariat – Allocation of Private Secretary to Secretary
It was decided to seek the legal advice on the feasibility of filing a review petition before the APAT to recall its order.
11. Single Unit of General Administration Department, Secretariat – SOs \& ASOs.
Committee has in consultation with the HoDs, prepared the Tentative Allocation list of employees in the categories of SOs and ASOs of the Single unit of Secretariat which is attached as an Annexure to the minutes. It was decided that Notification may be issued calling for representations if any on the tentative allocations proposed as per established practice. The deviations from the indicative list and the reasons for the same are also appended to the minutes. The C.S, AP has informed that the 24 Section Officers who are locals of AP, and given their option to AP but are proposed for tentative allocation to TS in the reverse order of seniority, will be accommodated in Andhra Pradesh by creating supernumerary posts subject to the condition that they take the last rank in that category.
11. Chairperson’s note
The Chairperson expressed reservation about the appropriateness of the stipulation that the 24 Section Officers should take the last rank in that category upon being accommodated in AP after final allocation is done. He indicated that as its those allocated to the other State in reverse order of seniority are the junior most in the category of Section Officers and would remain so even if they are finally allocated as part of the allocation process except where a junior happens to be finally allocated on preferential grounds.

- Engineer-in-Chief – Public Health – Adjustment of Cadre Strength and allocation of employees.
The subject was discussed in the $16^{\text {th }}$ State Advisory Committee meeting held on 9.3.2016 when it was decided as follows:
“Decided that HoDs of the two States may be consulted on the Form-II and shadow Form-II of State Cadre posts in the Department and those outside the E in C, PH Department on the basis of which the Tentative Allocations have been made to reconfirm its accuracy and that thereafter the Allocation Committee may consider representations against the Tentative Allocation and Recommend Final Cadre Strength and Final Allocation and place the same before the SAC for its recommendations.”
Committee noted that though initially the HODs had jointly submitted agreed cadre strength both in the department and under Guideline 18 (p) now the basis for computation of cadre strength of categories of posts in the Department is being disputed, the application of Guideline 18(p).is being challenged, there is opposition to the inclusion of posts in the Municipal Corporations and other municipal bodies as part of cadre strength of the department, the number of posts in these bodies itself is being disputed as sanction orders in respect of some posts are not forthcoming while the personnel are being paid from the treasury; and as such no longer is there agreement between the HoDs regarding the number of posts to be reckoned for the
purpose of allocation. Committee also noted that the number of personnel of allocable categories is far in excess of the cadre strength of posts within the department.
Under these circumstances it was considered that the Principal Secretaries and the H o Ds of the two States should make further effort to locate the missing sanctions, and arrive at the accurate cadre strength of the department jointly with reference to the provisions of the Act, the Service Rules and the instructions on cadre strength and the practice being all along followed in the Public Health and Municipal Engineering Department in the light of the Guidelines. Committee also decided that all copies of these rules and instructions and copies of sanction should be made available to the Committee before the next meeting of the committee in order to enable it to determine the cadre strength to be reckoned for the purpose of allocation and to decide on the final allocation of personnel on the basis of the revised cadre strength of different categories.
13. Status note on tentative allocation of State Cadre employees of the Director of Medical Education.
Committee noted that the DMEs have not submitted the correct cadre strength data and that the scrutiny is still on in respect of the disputed local candidature cases. The department Heads and Principal Secretaries were requested to complete the process and submit data before the deadlines set by the D o PT. Upon receipt of the accurate data and completion of scrutiny of local candidature and nativity Allocation Committee will do a trial run of the tentative list on the basis of the revised data and submit the result to the SAC for decision on the next steps.
14. Status note on Tentative Allocation of Director of Health
It was noted that uploading of necessary documents in support of local candidature claimed by the employees and certification of local candidature and nativity is not yet completed and as a result the Tentative Allocation of the employees in the Director of Health is getting postponed. The Principal Secretaries and H o Ds were requested to expedite the same so that the Tentative Allocation can be taken up in accordance with the timelines set by the GOI.

Deferred for want of time.
16. Note on Employees in Last Grade Services (Class-IV category) in the General Subordinate Services in the Secretariat Departments and Heads of the Departments who are local to TS, opted to TS and allotted to AP.
