MINUTES OF THE 19 TH MEETING OF THE STATE ADVISORY COMMITTEE ON ALLOCATION OF STATE CADRE EMPLOYEES TO THE SUCCESSOR STATES OF ANDHRA PRADESH AND TELANGANA HELD AT 11.30 AM ON 01-07-2016 IN THE CHAMBERS OF CHIEF SECRETARY, GOVERNMENT OF ANDHRA PRADESH.

AGENDA ITEMS

  1. Recording of the Minutes of the 17th and 18th Meetings of the State Advisory Committee held on 7th May, 2016 and 4th June, 2016 respectively.

The minutes of the 17th and 18th Meetings of the Advisory committee are yet to be approved and will be submitted to be confirmed and recorded at the next meeting.

  1. Approval of Tentative Allocations notified

The tentative allocation list of employees of the State Cadre categories of posts under the Director General & Inspector General of Police [Printing Wing] prepared by the Sub-Committee and notified calling for representations from aggrieved employees was approved/ratified.

  1. Law Department of Secretariat – Allocation of Private Secretary to Secretary

It was decided to implement the orders of Hon’ble APAT dated 17.12.2015 in O.A.No.6881/2015. There are two posts of Private Secretary to the Secretary Law Department.and one post each is allotted to AP and TS. The recommended final allocation of employees will be as follows:

Sri.M.V.R.Krishna Murthy, who is the senior in the category and local to AP opted to AP is allotted to AP. and;

Sri A. Vijaya Simha, who is Junior in the cadre and local to AP opted to AP and allotted to AP has been revised and allotted to TS as per the directions of Hon’ble APAT. Thereafter a miscellaneous application will be field before the APAT stating that no mistake was committed and that the decision may be reviewed.

4. Allocation of Joint Directors, Treasuries and Accounts Department

The Prl.Secretary TS has informed that they have verified the local status of Smt. K.A.Jhansi Shoban and Smt. Madhavi Krishna Murthy and found that they are local candidates of Telangana. It was stated by the GA (SR) Dept. that Smt Jhansi Sobhan has requested that she may be allocated to AP instead of TS. Further the Committee took note of the fact that Smt. Hemalatha though she had opted to TS and was tentatively allocated to AP has not represented against her allocation to AP, whereas Smt. Vasundhara has objected to her tentative allocation against her wish to AP and wanted to be allocated to TS on spouse grounds as her husband works in TS in a public sector bank. Committee also noted that the spouse ground is not applicable to her. In the light of the foregoing the Committee recommended allocation of the category of JD as follows:-

The grounds for the recommendations are as shown below:-

  1. The allocation of Smt. K.A. Jhansi Shoban, who is at Seniority No. 13 is local to TS and opted to TS and allotted to TS, is revised and allotted to AP at her request. Both the governments have no objection for this revision.
  2. Smt. Madhavi Krishna Murthy who is at Seniority No.23. is local to TS opted to TS and is allotted to TS.
  3. The allocation of Smt. Ch.Hemalatha, who is local to AP, opted to TS and allotted to AP is confirmed as there is no representation from her for her tentative allocation to AP and;
  4. Smt. M. Vasundhara who is at seniority No. 25 is local to AP opted to TS and tentatively allotted to AP objected to her allocation to AP and wishes tobe allotted to TS. It was decided to accept the request on the request of Government of Telangana and endorsed by the Government of AP.

  5. Status note on tentative allocation of State Cadre employees of the Director of Medical Education.

The Committee directed that the issue may be discussed in the Sub-Committee and the recommendations may be placed before the State Advisory Committee for consideration. Pending disposal of representations and recommendation of final allocation list by the Sub-Committee, it was recommended that instructions may be issued that those against whose tentative allocations no representations have been received and who did not represent against their Tentative Allocation may be relieved, to join duty in the State to which they have been tentatively allocated pending final allocation by the GOI.

  1. Engineer-in-Chief – Public Health – Adjustment of Cadre Strength and allocation of employees based on the representation of employees.

The matter was discussed and it was decided to authorise the Sub-Committee to consider and finalise the representations on Tentative Allocations before issue of relief orders. It was decided that the meeting of the Sub-Committee will be convened on 11.07.2016. It was recommended to relieve the employees other than Engineers against whom no representations have been received and who did not represent on their Tentative Allocation.

  1. Matter of allocation of the category of the post of Director, Animal Husbandry Department.

The issue regarding allocation of the post of Director, Animal Husbandry was discussed and it was observed that there are no supporting documents in respect of Dr. Manjuvani to substantiate her claim. It was decided to obtain the supporting documents and place the matter before the Sub-Committee for its consideration.8. Status note on Court Cases (APAT & High Court)

10 Single Unit of General Administration Department, Secretariat – SOs & ASOs.

The issue relating to ASOs and SOs also came up for discussion and it was decided to authorize the Sub-Committee to scrutinize the representations and make final recommendations on allocation; pending which it was decided to recommend that the SOs working in Telangana, who are allotted to AP may be retained in TS till objections are disposed off and final allocations are done; and that ASOs against whom there are no objections may be relieved.
