MINUTES OF THE 22nd MEETING OF THE STATE ADVISORY COMMITTEE ON ALLOCATION OF STATE CADRE EMPLOYEES TO THE SUCCESSOR STATES OF ANDHRA PRADESH AND TELANGANA HELD AT 12.00 NOON ON 13-02-2017 IN THE CHAMBERS OF CHIEF SECRETARY, GOVERNMENT OF TELANGANA.

AGENDA ITEMS

1. Recording of the Minutes of 19th and 21st Meetings of the State Advisory Committee held on 1st July, 2016 and 29th August 2016 respectively.

   The minutes of the 19th and 21st Meetings of the Advisory Committee were confirmed and recorded.

2. Action taken on the minutes of 19th and 21st meetings of the Committee.

   Noted.

3. Approval of tentative allocations notified and recommendations on representations against tentative allocation by aggrieved, recommended final Cadre strength and recommended final allocation of state cadre employees between the successor States of AP and Telangana and submitted to Central Government for final orders during the period from 22.08.2016 to 12.02.2017.

   Advisory Committee approved and ratified the action taken in respect of the following:

   1. Senior Assistant cadre in Women & Child Welfare Department
   2. Senior Assistants in Legal Metrology Department
   3. Director of Medical Education
   4. Director of Health4. Note on the allocation of Additional Commandants and Commandants

The Committee decided that the Department may reexamine the issue, in consultation with TS and place before next SAC.

1. Note on the allocation of Sri T. Eswaraiah and other Junior Accountants of the office of Commissioner of police, Hyderabad.

Approved the allocation of the following 4 Junior Accountants to TS

1. Sri Habeeb Sadiq
2. Sri Gulam Rasool
3. Sri Md. Saleem and
4. Sri CH. Prabhakar

Approved the allocation of Sri T. Eswaraiah, Junior Accountant to DTA, AP by deleting his allocation from the final allocation list of Junior Accounts Officer.

1. Allotment of Smt. N. Yesumaniamma, Senior Assistant – in WD & CW Department.

The Committee noted the final allocation of Smt. N Yesumaniamma to AP and also the suspension of final orders of Central Government, dated: 09-01-2017 by the Hon’ble High Court in WPMP No. 1796570/2017 in WP No. 1570/2017 on 20-01-2017.

Deferred.

1. Note on the final allocation of State Cadre Employees of Director of Medical Education.

i) It was agreed to recommend final allocation of the following doctors from AP to TS to the former medical doctor:

1. Dr. Abhijeet Manohar Rao Dashetwar, Asso. Prof. in Cardio Thoracic Surgery
2. Dr. Nallapu Venkateswarlu, Prof. of Oral Medicine and Radiology
3. Dr. M. Sreedhar, Asso. Prof. in SPM
4. Dr. Shailaja Srivatsava, Asst. Prof. in Radiodiagnosisii) Committee agreed to continue Sri P. Nagi Reddy, Research Chemist in Pharmacology in AP to which he was allotted.
   iii). The issue relating to the allocation of Dr. S. Nagamani, Asso. Prof. in OBS \& GYNAE to TS was deferred.
   iv) Agreed to allot Dr. GogulothKaruna, Asst. Prof. in Obstt. \& Gynae.to TS, subject to obtaining an undertaking from her husband that he will-not claim ing allocation to TS.
   v) Final allocation of the following employees will continue to be “on hold” till the Status quo orders are vacated by the Hon’ble High Court.

The decision of the Sub-Committee allotting them tentatively to AP holds good. It was decided by the Committee to leave the issue) to the Governments of AP and TS dor their allotment to TS by mutual consent outside the purview of the Committee.ii). Dr.K. Lakshmi Prasanna, Dr. Sainath and Dr. K. Rajalakshmi, Civil Assistant Surgeons

The Committee noted that the decision of the Sub-Committee allotting tentatively Dr. K. Lakshmi Prasanna to AP and Dr. Sainath and Dr. K. Rajyalakshmi to TS holds good. It was left to the Governments of AP and TS for their allotment to TS/AP by mutual consent, outside the purview of the Committee.

iii). Dr. V. Ravi, Civil Assistant Surgeon

The Committee agreed to reallocate him to AP from TS on his request and as agreed to by the Govt. of A.P.

iv). Dr. Manjula Vani, Civil Assistant Surgeon

The Committee decided that her allocation to TS holds good, as the change of her local status did not result in change in her Tentative Allocation.

Cases withheld on account of Court Order granting status quo.

v). The Committee noted that the final allocation of Dr. G. Triveni and Dr. M. Praveen, Civil Assistant Surgeons of Director of Health will continue to be “on hold” till the vacation of the status quo order.

1. Note on Employees in Last Grade Services (Class-IV category) in the General Subordinate Services in the Secretariat Departments and Heads of the Departments who are local to TS, opted to TS and allotted to AP.

Deferred.

1. Status note on Court Cases (APAT & High Court)

The W.Ps filed by the Doctors questioning the applicability of Article 37.1.(D) of the constitution contending that the post of Associate Professor which is a State wide-pest to which the Presidential Order does not apply were discussed in detail and it was decided that the Solicitor General/ Attorney General will be requested to defend the cases. The family of all T.C may have legal to A.G. Uthan on his behalf on all his cases.

Sri R. Prem Kumar, Senior Assistant, SR 83 of Director of Health

The request/representation of Sri R Prem Kumar, Sr. Asst. with SR 83 of the Director of Health for allotment to TS was discussed keeping in view the Interim order, dt.14-07-2015 of the Hon’ble High Court in WPMP No.27707 of 2015 in WP No.21489 of 2015 filed by Sri P. Sai Kumar, Sr. Asst. and 3 others and it was decided to allot him to TS together with the post held by him.
