MINUTES OF THE 24th MEETING OF THE STATE ADVISORY COMMITTEE ON ALLOCATION OF STATE CADRE EMPLOYEES TO THE SUCCESSOR STATES OF ANDHRA PRADESH AND TELANGANA HELD AT 11.00 AM ON 10-11-2017 AT HYDERABAD.

AGENDA ITEMS

1. Recording of the Minutes of 23rd Meeting of the State Advisory Committee held on 28th August, 2017.

   The minutes of the 23rd Meeting of the Advisory Committee were confirmed and recorded.

2. Action taken on the minutes of 23rd meeting of the Committee

   Noted.

3. Status note on allocation

   Noted.

4. Pending cases of allocation of employees

   a. Allocation of Deputy Collectors and Special Grade Deputy Collectors

   The Committee approved the cadre strength of Deputy Collectors and Special Grade Deputy Collectors, which was submitted by the department concerned. It was decided to distribute these posts between the States of Andhra Pradesh and Telangana. Accordingly, Member Secretary was requested to withdraw the earlier notifications dated No.20077/SR/A1/2014-1 dated 20/11/2014.No.20077/SR/A1/2014 dated 16/2/2015 and 6874/SR1/A1/2015 dated 26/5/2016 in view of the revised seniority lists in compliance of the Hon’ble High Court’s order dated 30.03.2017 in WP No.6343/2016. The Member Secretary will also notify the revised cadre strength and revised seniority lists calling for option from the concerned officers. Simultaneously, a caveat may also be filed before the Hon’ble High Court & Hon’ble A.P. Administrative Tribunal so that the process of allocation is not stalled again. Thereafter, the process of allocation of personnel between the two successor States may be initiated. As proposed in the agenda, the Committee agreed to allocate the officers in the grade of Dy. Collectors. A sub-Committee proposed to be constituted at Item No.7 of the Agenda will take further necessary action as per the allocation guidelines.

b. Allocation of DSP (Civil), Addl.SP (Civil) and SP (Non Cadre)

It was resolved to authorize the Sub-Committee proposed to be constituted at Item No.7 of the Agenda to take further action on the allocation of the categories of DSP (Civil), Additional SP (Civil), SP (NC), O/o. IG & DG of police after receipt of seniority list from the Department.

c. Allocation of Superintendents of Prohibition and Excise.

It was resolved to authorize the Sub-Committee proposed to be constituted at Item No.7 of the Agenda to take further action on the allocation of the category of Excise Superintendents after receipt of seniority list from the Department.

d. Allocation of Commandants of SPF

It was decided to request the Chief Secretary, Govt. of Andhra Pradesh to, once again, explore the possibility of allotting Sri Ravi Madhava Rao, & Sri Shaik Anwar Basha, Commandants, SPF to Andhra Pradesh on the request of Govt. of Telangana.

1. Revision of allocation of Sri. T. Ravinder, Sri. V. Ravi Kumar and Sri. Ravan, Sr.Assts working in WD & CW Department. Andhra Pradesh to Telangana

The Committee ratified the recommendation of the Sub-Committee of State Advisory Committee regarding the revision of allocation of Sri T. Ravinder, Sri V.Ravi Kumar and Sri. Ravan, Sr. Assistants working in WD \& CW Department, AP to Telangana. It was also agreed upon that in future, any change in the final allocation of individual(s), after final allocation orders are issued by Govt. of India may be considered by the two State Governments after mutual consultation and agreement. Such cases may not be required to be placed before the State Advisory Committee nor approval of Govt. of India is required to be taken.

6. Allocation of Sri D. Krishna Murthy, Driver (LVD), Revenue (DM) Secretariat Dept.

The Committee recommended the allocation of Sri D. Krishna Murthy, Driver (LVD) to the State of Telangana on notional basis on the request of his wife in the cadre of Driver (LVD) of the Revenue (DM) Department.

7. Reconstitution of the Sub-Committee of the Advisory Committee and delegation

It was resolved to revise the constitution of the Sub-Committee of the SAC with the following members:
i. Joint Secretary (SR), D o P T, Gol
ii. E.O.Principal Secretary, GA (SR) Dept., AP- Member Secretary and
iii. Principal Secretary, GA (SR) Dept., Telangana State.

It was resolved to authorise the Sub-Committee to take the required decisions as per guidelines in the matter of allocation of Dy. Collectors, DSPs and Excise Superintendents and place before the next State Advisory Committee for ratification.

It was also resolved to authorise the Member Secretary to send the recommendations of the sub-committee to DoPT, Gol for consideration of issue of final allocation of posts and employees State cadre after approval by the Prl. Secretaries to Govt. (SR) of both the States of Andhra Pradesh and Telangana. The recommendations of the sub-Committee will be placed before the Advisory Committee for ratification.8.
