The next Advisory Committee meeting was scheduled for September 10, 2015.

A meeting of the Advisory Committee was convened on 01.09.2015 to discuss the cases of allocation of State Cadre employees between UP and Uttarakhand under the Chairpersonship of JS (AV), DOPT. List of participants is annexed.
- At the outset the Chairperson welcomed all the participants. The Chairperson clarified that the meeting had been convened to discuss the cases relating to the implementation of the revised guidelines dated 27.03.2015 formulated in compliance with the observations of the Hon’ble High Court of Allahabad in WP No.3636/2005 (JN Doharey vs State of UP & Ors).

During the deliberations, it was observed that the information as provided by the State Government was incomplete with regard to the employees eligible under the revised guidelines. In fact, there was no information provided by the State Government with regard to the petitioners to the Doharey case and linked cases. As the complete information was not provided, no conclusive decision could be taken in the meeting in respect of the petitioners who were party to the JN Doharey case and linked WPs and other eligible under the revised guidelines.

Chairperson requested the Principal Secretary, UPRCD to identify all the employees who were party to the WPs linked with JN Doharey case and provide their details on priority, so that a decision can be taken in respect of them and orders issued by 23.09.2015 i.e. the date specified by the Hon’ble Allahabad High Court vide order dated 22.05.2015. Rest of other eligible candidates covered under revised guidelines would be taken up for subsequent consideration.

In respect of other cases in the Agenda which were not covered under the revised guidelines, it was decided to deliberate such cases in subsequent regular meetings of the Advisory Committee. It was decided to convene the next meeting of the Advisory Committee on 10.09.2015 at 11.00 AM in North Block, New Delhi to deliberate the cases under the revised guidelines.
The meeting ended with a vote of thanks to the Chair.
