This circular from the Ministry of Personnel, Public Grievances and Pensions (Department of Personnel & Training) addresses the recommendations of a committee of experts, chaired by Shri Devesh Chaturvedi, concerning suo motu disclosure under the RTI Act, 2005. A prior committee, including Shri A.N. Tiwari and Dr. M.M. Ansari, had submitted a report which was accepted by the government, leading to an Office Memorandum (OM) dated June 29, 2015, instructing public authorities to follow these recommendations. Subsequently, the Department of Personnel & Training (DOPT) issued instructions via OM No. 1/1/2013-IR on July 9, 2015, requiring departments to analyze frequently sought information and publish it on their websites as suo motu disclosures. A further committee, also under Dr. Devesh Chaturvedi, was formed to examine additional recommendations related to suo motu disclosure. An annexed draft Office Memorandum for implementing these recommendations is provided. Interested parties are invited to submit their views and suggestions on the draft OM via email to usir-dopt@nic.in by March 31, 2016. Subject: Report of the Committee set up under the chairmanship of Shri Devesh Chaturvedi, Joint Secretary – DOPT to examine the recommendations of the committee of experts on suo motu disclosure
A Committee of Experts consisting of Shri A.N. Tiwari, former Chief Information Commissioner and Dr. M.M. Ansari, Information Commissioner of Central Information Commission was constituted to recommend, inter-alia, measures to further strengthen implementation of Section 4 of the RTI Act, 2005. The Committee submitted its Report which has been accepted by the Government and an OM dated 29th June 2015 was issued to all public authorities to follow the recommendations of the Committee. Thereafter, DOPT has issued instructions to all Public Authorities in this regard vide O.M. No. 1/1/2013-IR dated 9th July, 2015 that the Departments must make an analysis of information which is sought most often from applicants and provide it on their website as suo-motu disclosure.
- Further, a committee under the chairmanship of Dr. Devesh Chaturvedi, Joint Secretary, DoPT was set up to further examine some of the recommendations of the Committee of Experts. The Office Memorandum proposed to be issued to implement the recommendations of the Committee regarding suo-motu disclosure u/s 4 of RTI Act, 2005 is annexed.
