The Government of India is seeking to appoint two new Information Commissioners for the Central Information Commission, as the tenures of two current commissioners are nearing completion. These appointments will be made under the Right to Information Act, 2005. Candidates should be individuals of eminence in public life with extensive experience in fields such as law, science and technology, social service, management, journalism, mass-media, or administration and governance. Importantly, applicants must not be Members of Parliament or State Legislatures, nor hold any office of profit, be affiliated with a political party, or be engaged in business or any profession. Holding such an office, pursuing a profession, or conducting business must cease prior to appointment. The term of office for an Information Commissioner is five years or until they reach the age of 65, whichever comes first, with remuneration equivalent to that of an Election Commissioner. Interested individuals are invited to submit their particulars, along with a passport-sized photograph, via post or email to the Department of Personnel and Training by October 3, 2016. Serving government employees should submit their applications through the proper administrative channels.

Subject: Appointment of two Information Commissioners in the Central Information Commission.
The Government of India has constituted a body under the Right to Information Act, 2005 (the Act) known as the Central Information Commission (Commission) to exercise the powers conferred on and to perform the functions assigned to it under the Act. It is located in New Delhi. The Commission shall have the Chief Information Commissioner and up to ten Information Commissioners. The powers and functions of the Information Commissioner in the Central Information Commission are as per the RTI Act.
- Two of the Information Commissioners in the Commission are due to complete their tenure on 31.12.2016 and 17.02.2017 respectively. Therefore, it is proposed to appoint two new Information Commissioners in the Commission in their place.

The Act provides that the Information Commissioner shall be person of eminence in public life with wide knowledge and experience in law, science and technology, social service, management, journalism, mass-media or administration and governance.

Further, the Information Commissioner shall not be a Member of Parliament or Member of the Legislature of any State or Union Territory, as the case may be, or hold any other office of profit or connected with any political party or carrying on any business or pursuing any profession. It is clarified that cessation/termination of holding of office of profit, pursuing any profession or carrying any business is a condition precedent to the appointment of a person as Information Commissioner.

The Information Commissioner shall hold office for a term of five years from the date on which he enters upon his office or till he attains the age of 65 years, whichever is earlier. The salary and allowances payable to the Information Commissioner shall be the same as that of the Election Commissioner, subject to adjustment of the pensionary/retirement benefits availed by him, if any, in accordance with the provisions of the Act.

Persons who are serving under the State/Central Government or any other Organization, should send their particulars through proper channel (administrative Ministry/Department/State/UTs). In case an advance copy of the application is sent before the due date the applications through proper channel should be furnished as soon as possible to be considered for further processing.
