Release of Funds for Training on RTI Act Implementation

This document details the sanction of Rs. 7,20,000 to the State Institute of Public Administration and Rural Development (SIPARD) in Tripura for an annual program focused on improving transparency and accountability through the effective implementation of the Right to Information (RTI) Act. The funds are specifically allocated for training State Public Information Officers (SPIOs) and Appellate Authorities (AAs). Subject:- Annual Programme on ‘Improving Transparency and Accountability in Government through Effective Implementation of RTI Act’ – Release of funds to State Institute of Public Administration and Rural Development (SIPARD), Tripura.


Sir,

I am directed to convey the sanction of the President to make a total payment of Rs. 7,20,000/- (Rupees Seven Lakh Twenty Thousand only) to State Institute of Public Administration and Rural Development, Tripura towards Training of SPIOs and AAs.

  1. The details of sum, being released, along with the conditions attached thereto are furnished in the Annexure.

  2. The expenditure of Rs. 7,20,000/- would be met from Major Head 2070- Other Administrative Services, 41.01- Propagation of Right to Information Act, 41.01.31 – Grants-in-Aid under Demand No.70 for the year 2017-18.

  3. The amount of Rs. 7,20,000/- may be released electronically through RTGS as per the Bank details mentioned below.

The fund of Rs. 7,20,000/- is subject to the following terms and conditions:
(i) This grant is released for Training of SPIOs and AAs, as under:- –

I. Support for Capacity Building
(i) Training of DRPs: 3 No. of 3 days Training courses will be conducted 30 participants (approximately) per batch. (2 district) (Rs. $2000 /-\times 3 \times 3 \times 30$ )
(ii) Training of Nodal Officers: 2 no. of 3 days Training courses will be conducted for 30 participants (approximately) per batch. (Rs. $1000 /-\times 2 \times 3 \times 30$ )
Rs. $5,40,000 /-$
Rs. $1,80,000 /-$
Total Rs. $7,20,000 /-$

(ii) The General Financial Rules, 2017 should be followed while incurring the expenditure.
(iii) State Institute of Public Administration and Rural Development (SIPARD), Tripura should furnish to this Department for record and audit, Utilization Certificate in GFR 12-A Form duly countersigned by the Head of the Institute along with Achievement-cum-Performance Report as required under Rule 238 of General Financial Rules, 2017.
(iv) The unutilized amount of grant, if any, may be surrendered to this Department by a Demand Draft drawn in favour of “Under Secretary (Cash), DOPT payable at New Delhi.
(v) There should not be any overlap of activities under any other Scheme.
(vi) The Institute should use Expenditure, Advance and Transfer (EAT) module of Public Financial Management System (PFMS) to make further payments.
