Dear Sir,

The Institute of Legislative Drafting and Research (ILDR), a Wing of the Legislative Department, Ministry of Law and Justice, inter alia, imparts training to the officers dealing with the proposals of legislation and preparation of drafts of subordinate legislation (Rules, Orders, Regulations, Notifications, etc.) on the subjects administered by respective Ministries/Departments.

1. ILDR has so far conducted Fourteen Appreciation Courses. It is now proposed to organise the Fifteenth Appreciation Course in Legislative Drafting from the 4th March, 2013 to 15th March, 2013. This Course comprises of the basic concepts of legislation including subordinate legislation and the procedure for processing of legislative proposals. The Appreciation Course is also intended to fill the communication gap between the Legislative Department and the administrative Ministries/Departments, which have to conceptualise, formulate and initiate proposals for legislation as well as to prepare drafts of statutory rules, orders, etc., in respect of the Acts administered by them.

2. The training (theoretical as well as on-the-job) will be imparted to the officers in the ILDR’s Lecture Hall, i.e. Room No. 440, ‘A’ Wing, 4th Floor, Shastri Bhawan, New Delhi-110 001 from the 4th March, 2013 to 15th March, 2013 between 09 AM to 5.30 PM on all working days and the period of training will be treated as ‘duty’.

3. Keeping in view the importance of the training programme, you may kindly nominate one or two suitable officers of your Ministry/Department at the level of Under Secretary/Deputy Secretary or of equivalent rank for the ensuing Course in the enclosed format as early as possible and latest by the 15th February, 2013 (Friday). You may also circulate this information regarding the Appreciation Course amongst the Public Sector Undertakings/Statutory Bodies/Attached/Subordinate Offices and Wings, if any, functioning under your Ministry/Department so that officers employed in these organisations would also get benefited by the Course.
